Morales, City Manager DATE: February 26, 2018 SUBJECT: MIAMI BEACH TROLLEY AND MIAMI-DADE TRANSIT CIRCULATOR RIDERSHIP REPORT (FY2018 —1ST QUARTER) The purpose of this Letter to Commission (LTC) is to report ridership figures for the City of Miami Beach Trolley System and Miami -Dade County bus circulators during the first quarter of Fiscal Year (FY) 2018, from October 1, 2017 to December 31, 2017. Multiple service improvements to the Miami Beach Trolley system were implemented during the first quarter of FY 2018: • The South Beach Loop Trolley service was soft -launched on November 1, 2017 with full service implementation on November 20, 2017, replacing the temporary Alton -West Loop trolley service and County -operated South Beach Local service. • In an effort to improve the efficiency of the City's Trolley service and enhance passengers' transit experience, effective November 1, 2017, the City replaced the Collins Link trolley service with the limited stop Collins Express trolley service. Collins Express limited stop service helped reduce the number of transfers previously required for passengers to travel between North Beach, Middle Beach, and South Beach, and reduced travel times, thereby resulting in a quicker and more attractive and efficient intra -city trolley service. • In an effort to provide service to the Publix on Dade Boulevard, effective November 1, 2017, the Middle Beach Loop route was extended west along Dade Boulevard to Alton Road. • In an effort to improve connectivity between the North Beach Loop, Collins Express, and regional transit routes, the North Beach Loop route was modified to operate along eastbound 71 Street and southbound Abbott Avenue, in lieu of operating along Indian Creek Drive between 71st Street and Indian Creek Drive/Abbott Avenue intersection. As a result of the above modifications, some trolley routes experienced an increase in ridership during this quarter while other routes experienced a decrease in ridership. As illustrated in the attached ridership report (Attachment A), the North Beach Loop observed an average daily ridership of 2,355 passengers during this quarter. The overall ridership of the North Beach Loop during the first quarter of FY 2018 was 216,680 passengers. This represents an approximate 8% decrease in ridership over the previous quarter and a 5% decrease in comparison to the same quarter of the previous fiscal year (Attachment B). LTC- Miami Beach Trolley and Miami -Dade Transit Circulator Service Ridership Report (FY2018-1st Quarter) February 26, 2018 Page 2 The Middle Beach Loop observed an average daily ridership of 3,037 passengers and overall ridership of 279,672 passengers during the first quarter of FY 2018. This represents an approximate 23% decrease in ridership over the previous quarter (Attachment B). This reduction in ridership is due in part to the implementation of Collins Express service which eliminated the need for many passengers to transfer between the other loops. The Collins Link (replaced by the Collins Express on November 1, 2017) observed an average daily ridership of 3,475 passengers and an overall ridership of 319,531 passengers during the first quarter of FY 2018. This represents an approximate 14% increase in ridership over the previous quarter (Attachment B). The temporary Alton -West Loop observed an average daily ridership of 1,081 passengers and an overall ridership of 54,553 passengers during the first quarter of FY 2018. Alton -West Loop was discontinued on November 18, 2017 and replaced by the South Beach Trolley service. The South Beach Trolley service observed an average daily ridership of 3,319 passengers (including the period of soft launch with six (6) out of ten (10) vehicles in service from November 1 to November 20) and an overall ridership of 203,190 passengers during the first quarter of FY 2018 (Attachment B). In summary. the City of Miami Beach trolley system provided transit service to a total of 1,073,626 Passengers during the first quarter of FY 2018. and cumulatively to over 6.8 million passengers from inception to the end of the first quarter of FY 2018 (Attachment B). Of note, our trolley service carried approximately the same number of passengers on a daily basis that the City of Miami Trolley service carried in December 2017 using 38 vehicles in operation along 10 routes (as compared to the City's 25 vehicles in operation along four (4) routes). In addition to the City's trolley system, during the first quarter of FY 2018, the County operated two (2) circulator routes entirely within City boundaries (i.e., South Beach Local and Route 115/117). As a result of services changes implemented by the County on August 27, 2017, Route 115 currently operates a bi- directional route along Alton Road in lieu of the previous route along Sheridan Avenue, Pine Tree Drive, and La Gorce Drive. Additionally, Route 117 was eliminated. The South Beach Local service was discontinued on November 18, 2017 and replaced by the South Beach Trolley service. Ridership figures for November and December 2017 have not yet been published by the County and will be included in the next quarterly ridership report and issued via LTC. Based on the fourth quarter ridership data for FY 2017, the South Beach Local service experienced a 28% decrease in ridership as compared to the fourth quarter of the previous fiscal year (Attachment B). Overall ridership figures for both the City's trolley system and the County's South Beach Local and Route 115/117 for previous fiscal years has been included in Attachment C for reference.
