At the October 23, 2002, the Mayor and Commission approved the first of three one-year
renewal options with Beach Towing Services and Tremont Towing Services, commencing
on December 1, 2002 and expiring on November 30, 2003. In addition, the Maximum
Allowable Rates were also amended as follows: (1) Class "A" Tow Rates were increased
from $90 to $95, of which, the $5.00 increase will revert to the City via the second
amendment; (2) Increase the City's Per Tow Fee from $20 to $25; (3) Administrative Fee
assessed by the towing agencies to the user increased from $15.00 to $20. Incidentally,
the towing agencies have been assessing a $15 Administrative Fee; however, they had
been approved to assess up to a $30 Administrative Fee since 1998. To their credit, they
have not increased the $15 administrative fee until now. The Administration negotiated a
$5.00 increase to the Administrative Fee increasing it from $15 to $20.
Effective November 1, 2002, the aforementioned amendments will allow for the following
base towing rates:

Commissioner Bower inquired as to the comparable base tow rates in the region. The
following matrix provides base towing rates for the region. Please note the base towing
rates include the Class "A" tow rate and administrative fee. Other fees, including mileage,
storage, special equipment, etc. maybe assessed, if appropriate.

Clearly, the City of Miami Beach's maximum allowable towing rates are comparable to our
region. In fact, the City's towing rates are lower than three of the five municipalities
