RESOLUTION NO. 82-16902
A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA URGING THE FLORIDA LEG-
ISLATURE TO ENACT LEGISLATION ENABLING THE CITY
OF MIAMI BEACH AND OTHER MUNICIPALITIES IN THE
STATE OF FLORIDA TO OPERATE MUNICIPAL SWEEP-
STAKES UPON APPROVAL BY A STATEWIDE REFERENDUM
AS WELL AS OF THE LOCAL ELECTORATE FOR SUCH A
SWEEPSTAKES.
WHEREAS the City of Miami Beach, Florida experiences a
substantial influx of tourists each year in addition to its perma-
nent resident population, and;
WHEREAS additional expenditures of City funds are required
for additional City services provided to this tourist population
(including crime control and prevention costs, beach maintenance and
operation, street cleaning and sanitation expenses , and expenditures
for expanded public services and facilities) , and;
WHEREAS THE City ' s property owners are over-burdened with
the costs of such additional City services and are in need of pro-
perty tax relief;
NOW THEREFORE BE IT RESOLVED by the City Commission of the
City of Miami Beach, Florida that the Florida Legislature is urged
to enact legislation enabling the City of Miami Beach and other mu-
nicipalities in the State of Florida to operate municipal sweep-
stakes , such sweepstakes to be approved by statewide referendum as
well as the local electorate as a local option.

1982 .
