A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, SUPPORTING AND ENDORSING PE-
TITION OF FRIENDS OF THE EVERGLADES , INC. TO REPAIR
THE EVERGLADES SYSTEM.
WHEREAS , an ample supply of good quality drinking water,
available at a reasonable cost, is essential in maintaining an accep-
table standard of living in South Florida; and
WHEREAS , clean, thriving natural aquatic systems, especial-
ly the Everglades System, are inseparably vital to provision of good
quality drinking water, enjoyment of healthful outdoor experiences and
recreation, and a fundamental focus of the very character of South
Florida for both residents and tourists on whom the economy of our area
so clearly depends; and
WHEREAS , past practices of allowing drainage of wetlands,
development in aquifer recharge areas , channelization of rivers and
streams , and misallocation of water throughout the Everglades System
have resulted in pollution of public drinking water supplies, destruc-
tion of fisheries and wildlife habitats, intrusion of salt water into
valuable freshwater regions, and an increase in the cost of living with
a concommitant decrease in the quality of life in South Florida;
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Commission hereby supports
and endorses the petition of Friends of the Everglades, Inc. to secure
actions intended to repair the Everglades System and restore its former
benefits to the extent possible and that the following should be among
such objectives :
1. Resolution of pollution problems of Lake
Tohopekaliga, Taylor Creek, Nubbin Slough,
the Everglades Agricultural Area, and Lake
Okeechobee,
2 . Dechannelizing of the Kissimmee River and
restoration of Paradise Run,
3. Restoration of sheet flow in the Holey Land
and Rotenberger Tracts, Conservation Area
III , and Everglades National Park,
4 . Reestablishment of sheet flow connections
between Area III and the Big Cypress Pre-
serve to the west and the Shark River Slough
to the south,
5. Refilling of that portion of Canal III which
lies under U.S. Highway 1 and the existing
portions of Canals 109 and 110 ,
6. Restoration of the Turner River in the Big
Cypress Fresh Water Preserve, and
7 . Plugging of the Buttonwood Canal in Everglades
National Park as authorized and funded by Con-
gress.
BE IT FURTHER RESOLVED that the City Commission recommends a
first priority be given to restoration and dechannelization of the
Kissimmee River employing the following actions :
1. Impose a moratorium on further removal
of spoil from the area and on any fur-
ther development in the flood plain of
the Kissimmee Basin,

2. Commence purchase of all lands in the
former flood plain which are not now in
State ownership,
3 . Petition Congress and the President of
of the United States to direct dechannel-
ization of the Kissimmee River by the
U.S . Army Corps of Engineers , and
4 . Direct relevant agencies of State govern-
ment to proceed with dechannelization of
the Kissimmee River and refluctuation of
the Kissimmee Valley Lakes.
BE IT FURTHER RESOLVED that copies of this Resolution be
distributed to all authorities , boards, agencies and departments of
government affecting the management of water within the State of Florida
who have the capabilities of implementing these recommendations , in-
cluding the Governor and Cabinet and the Dade County Legislative Delega-
tion. Copies shall also be distributed to the President of the United
States, the District Engineer of the U.S . Army Corps of Engineers , the
Secretary of the Florida Department of Environmental Regulation, the
Secretary of the Florida Department of Natural Resources, members of
the Board of the South Florida Water Management District, and members of
Congress representing South Florida.
