A RESOLUTION OF THE CITY OF MIAMI BEACH URGING
FLORIDA GOVERNOR ROBERT GRAHAM TO VETO
CS-HB-34, PASSED BY BOTH THE STATE OF FLORIDA
HOUSE OF REPRESENTATIVES AND THE SENATE ON
MARCH 10, 1982, WHICH PERMITS THE OPEN DISPLAY OF
FIREARMS IN AUTOMOBILES.
WHEREAS, over the past several years, the State of Florida has experi-
enced a dramatic rise in violent crime, adversely affecting the State's image, economy
and traditionally high quality of life, and;
WHEREAS, the City of Miami Beach and the South Florida area have borne
the lion's share of the State's violent crime surge, resulting in record numbers of
handgun shootings and murders, and;
WHEREAS, this violent crime surge has resulted in breeding fear amongst
G-d fearing citizens and has prompted a significant number of citizens to seek
residency elsewhere, and;
WHEREAS, frightened citizens are purchasing handguns in record numbers,
most of whom have no experience or training in the safe and proper usage of same,
and;
WHEREAS, CS-HB-34 encourages a "Dodge City" mentality amongst even
our most upstanding citizens, and;
WHEREAS, CS-HB-34 will increase the potential for handgun theft,
providing the criminal element with even more fire-power, and;
WHEREAS, CS-HB-34 has already drawn the ire of law enforcement
officials, who fear for both the safety and welfare of their officers and the public-at-
large, and;
WHEREAS, police officers are already experiencing dangerously increased
levels of job stress, affecting both their on-the-job performance, moral and personal
health, and;
WHEREAS, an increasing number of South Florida shootings and homicides
have resulted from momentary fits of anger and passion, incited by merely minor
traffic incidents and other such routine daily occurrences, and;
WHEREAS, the public is crying-out for tough anti-crime legislation and
CS-HB-34 presents additional threats to public safety;
NOW, THEREFORE, BE IT (UNANIMOUSLY) RESOLVED BY THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, THAT:
This resolution be forwarded to the Office of Governor Robert Graham,
asking that CS-HB-34 be vetoed in the public interest, and;
Authorizing the City Attorney to begin the research required to draft a
local ordinance prohibiting the open display of firearms in automobiles, and;
Further directing the Administration to notify other South Florida counties
and municipalities should the need occur that would require local ordinances
prohibiting the open display of firearms in automobiles, and encouraging said South
Florida counties and municipalities to adopt similar local legislation.
PASSED and ADOPTED this 17th day of March, 1982.
