2018-30243 ResolutionRESOLUTION NO. 2018 -30243 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING, PURSUANT TO ORDINANCE NO. 2018-4170 THE GRANTING OF A WAIVER OF THE HISTORIC PRESERVATION BOARD APPLICATION FEE TO REVIEW A SUPER GRAPHIC ART PIECE, FOR THE MIAMI DESIGN PRESERVATION LEAGUE, A FLORIDA NOT- FOR- PROFIT, BY A 4/7TH VOTE OF THE CITY COMMISSION, WHICH ART PIECE IS TO BE LOCATED AT 1001 OCEAN DRIVE, MIAMI BEACH, FLORIDA. WHEREAS, on March 7, 2018, the Mayor and City Commission shall hear, on second reading, public hearing, Ordinance No. 2018 -4176 which ordinance would allow the City Commission to waive development application fees for nonprofits, by a 4 -7t" vote of the City Commission, for a nonprofit art in public places application to the Historic Preservation Board or the Design Review Board; and WHEREAS, the Miami Design Preservation League ( "MDPL "), is a Florida not- for - profit preservation and arts organization founded in 1976, which preserves, protects and promotes the architectural, cultural, social and environmental integrity of Miami Beach and the surrounding areas; and WHEREAS, MDPL provides cultural and educational programs to Miami -Dade County residents, surrounding counties, citizens of Florida and to national and international visitors and tourists. Our programs are developed for the general public and have special appeal to those interested in art, design, architecture, history, preservation, urban and community planning and development; and WHEREAS, MDPL is seeking to install a super graphic within a Historic Preservation District, The Ocean Drive /Collins Avenue Historic District, on the property MDPL leases from the City as the MDPL `Visitor Center" located at 1001 Ocean Drive, Miami Beach, Florida; and WHEREAS, under Ordinance No. 2018- 417,6the super graphic would first be reviewed by the Art in Public Places Committee, and then reviewed by the Historic Preservation Board; and WHEREAS, the fee associated with the Historic Preservation Board is $2,500, and may be waived by the City Commission; and WHEREAS, MDPL is proceeding with review by the Historic Preservation Board of its proposed super graphic, and as such has already paid the fee associated with the review, and is requesting reimbursement of the cost for such super graphic; and WHEREAS, MDPL requests that the application fee for appearing before the Historic Preservation Board to review the super graphic art in public places piece be waived by the City Commission. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission approve, pursuant to Ordinance No. 2018 -4176, the granting of a waiver of the Historic Preservation Board application fee to review a super graphic art piece, for the Miami Design Preservation League, a Florida not - for - profit, by a 4 /7th vote of the City Commission, which art piece is to be located at 1001 Ocean Drive, Miami Beach, Florida. The proposed art installation will greatly enhance the sense of arrival and experience for residents and tourists who visit the Art Deco Welcome Center on Ocean Drive. The public art pieces also underscore the vital importance Art Deco has had on the Miami Beach brand and identity. Recommendation: Approve the resolution recommending waiver of the Historic Preservation Board fees (or reimbursement of same) for MDPL. Box 190180, Miami Beach, FL 33119 -0180 Phone 305 -672 -2014 www.mdpl.org I am writing in reference to our request for a fee waiver on the application fee to the Historic Preservation Board, in order to help offset the costs of our planned artwork installations at the Art Deco Welcome Center, a city -owned building managed by Miami Design Preservation League, located at 1001 Ocean Drive. Miami Design Preservation League has had a presence at the building since 1993. Over the decades, we have worked tirelessly to provide visitor and resident services at the facility. As part of our plans to enhance the overall appearance and experience at the facility, we embarked last year on a program to install artwork on the east facade of the building. The artwork includes pieces by two artists - both of whom were selected to design Art Deco Weekend posters in the past - winning this prestigious competition to be the official Art Deco Weekend posters of Miami Beach's longest - running free community cultural festival. The first piece is by Sergey Serebrennikov and will be placed over the entrance to the Art Deco Welcome Center. This center greets approximately 120,000 visitors per year, and is the most visited visitor center by volume in South Florida. We currently have a blank white wall facing the exterior. Sergey has designed a delightful piece of artwork that welcomes visitors to the center and to Ocean Drive and Miami Beach. It incorporates Art Deco elements and we hope it will become another photo opportunity for residents and visitors along the street. The second piece is a series of three murals by Gabriela David. These show vignettes of Art Deco lifestyle on Ocean Drive, incorporating deco motifs as well as other well -known elements of South Beach, including flamingos, classic cars, and a seaside atmosphere. By waiving the $2,500 application fee, the City will allow us to reinvest the funds into our ongoing programs and future artwork installations at the center. We thank you and the City Commission again for your ongoing support of our efforts to preserve, protect, and promote historic resources in Miami Beach and surrounding areas.
