Resolution 82-17066 RESOLUTION NO. 82-17066 A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, HEREBY RESCINDING RESOLUTION NO. 79-15811 PERTAINING TO THE CREATION OF A "MIAMI BEACH YOUTH CONGRESS"; DISSOLVING THE MIAMI BEACH YOUTH CENTER ADVISORY BOARD; PROVIDING FOR THE CREATION AND DESIGNATION OF A RECONSTITUTED "MIAMI BEACH YOUTH CONGRESS", WHICH SHALL SERVE AS AN HONORARY BOARD IN AN UNOFFICIAL CAPACITY; AND AUTHORIZING THE CITY MANAGER, OR HIS DESIGNEE, TO ADMINISTER THE YOUTH CONGRESS PROGRAM; AND PROVIDING FOR ITS PURPOSE, MEMBERSHIP, TERMS, JURISDICTION, DUTIES AND RESPONSIBILITIES. WHEREAS, the City of Miami Beach encourages the Youth of the Community to learn the functions of local government; and WHEREAS, the proposed Youth Congress would directly introduce students from local high schools to municipal activities and issues; and WHEREAS, high schools in Miami Beach, namely Miami Beach Senior High School and the Hebrew Academy, desire the City's assistance in providing an educational experience in the operation of Miami Beach city government to local high school students; NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF MIAMI BEACH, FLORIDA, that the "Miami Beach Youth Congress" (hereinafter referred to as "Youth Congress") be and the same is hereby created as an honorary, unofficial Board. Said Youth Congress shall consist of voting members to have specific jurisdiction, duties, and responsibilities set forth hereinafter: 1. The City Manager or his designee is hereby authorized to regulate the City's participation in the Youth Congress program and to modify same in the City's best interest. 2. The purpose of said Youth Congress is to promote the involvement of high school students in issues of significance to the City of Miami Beach and to involve said students in day-to-day functions of City Administration. 3. The initial said Youth Congress, of the Fall/Winter semester, 1982, shall be comprised of thirteen (13) students, ten (10) from Miami Beach Senior High School and three (3) from The Hebrew Academy. Thereinafter, said membership may be modified at the discretion of the City Manager. 4. Said membership will be limited to those students enrolled in grades 11 and 12. 5. Student members of Youth Congress will receive high school credit from their respective schools. Said credit and grading will be the responsibility of the schools. 6. The term of membership will be limited to one (1) semester. 7. Each member of said Youth Congress shall be assigned to participate in the activities of two (2) City departments; one (1) in City Hall and one (1) outside of City Hall for a cumulative total of forty-five (45) hours during the term of membership. 8. Youth Congress members will be required to attend four (4) City Commission meetings and two (2) scheduled Official City Board meetings during said term for a total of twenty (20) hours. 9. Youth Congress members will be required to attend eleven (11) group sessions to meet as the Youth Congress. Said group sessions will be held, generally, every two (2) weeks for a total of twenty-seven and one-half (27.5) hours. (a) Members of Youth Congress will elect a Chairperson, Vice-Chairperson and Recording Secretary; and (b) Youth Congress meetings will be conducted in accordance with Roberts Rules of Order; and (c) Youth Congress will call speakers to discuss City issues, prepare recommendations to the City Commission, and discuss Department assignments. 10. Responsible adults from the schools and/or City will be responsible for monitoring attendance of students at all Youth Congress functions. 11. The Dade County School Board and the Hebrew Academy shall agree to indemnify and hold harmless the City of Miami Beach from all manner of action relating to the conduct of the Youth Congress, as specified by the City Insurance Division and City Attorney.
