A RESOLUTION OF THE CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROVING A PROPOSED
REFERENDUM TO BE SUBMITTED TO THE ELECTORS OF
THE CITY OF MIAMI BEACH.
WHEREAS , the City Commission of the City of Miami Beach,
Florida considers a municipal lottery, similar in nature to the
State lotteries of New York and Illinois, to be a modern and effec-
tive means of financing municipal improvements, including strength-
ened law enforcement and public-service activities, and;
WHEREAS, a municipal lottery will channel existing gambl-
ing activities into socially useful revenues, and permit government
regulation and control of of such conduct for the benefit of the
general public, and;
WHEREAS , revenues from a municipal lottery can be used to
reduce the tax burden of Miami Beach residents and improve social
services for its citizens,
NOW, THEREFORE BE IT RESOLVED by the City Commission of
the City of Miami Beach, Florida, that the following referendum
question be and the same is hereby approved, and that said referen-
dum question shall be submitted to the electors of the City of Miami
Beach at a special election to be held on November 2 , 1982, to
wit:
"IF THE CITY OF MIAMI BEACH WERE PERMITTED BY THE
FLA, STATE CONSTITUTION AND STATUTES TO IMPLE-
MENT A MUNICIPAL LOTTERY, THE REVENUES FROM
WHICH WOULD BE USED FOR MUNICIPAL IMPROVEMENTS
AND SOCIAL SERVICES, INCLUDING LAW ENFORCEMENT
AND FIRE PROTECTION, WOULD YOU FAVOR THIS CITY
CREATING SUCH A LOTTERY?

NO"
