Resolution 82-17068 RESOLUTION NO. 82-17068 A RESOLUTION CREATING THE CITY OF MIAMI BEACH ENERGY BOARD WHEREAS, the establishment of an effective community oriented energy program is desired by the City Commission and residents of the City of Miami Beach, and; WHEREAS, the planning and implementation of pilot and on-going energy related programs will benefit both the City and its residents, and WHEREAS, the creation of an Energy Board will assist the City in energy program development by providing the City with both additional expertise and public input, and WHEREAS, the City of Miami Beach Energy Board shall have the following composition, appointments, rules, duties, and required meetings; Section 1. Establishment and composition. There is hereby created an Energy Board consisting of twelve (12) members, the majority of which shall be residents of the City of Miami Beach. The recommended composition of the board is as follows: (a) A representative of the Florida Power and Light Company. (b) A representative of the People's Gas Company. (c) A registered architect or certified planner. Ili (d) A registered engineer. (e) Seven (7) citizens of Miami Beach, one (1) appointed by the Mayor and one (1) appointed by each Commisioner. (f) A representative of the City Manager's Office appointed by the City Manager. Ex-Officio (non-voting) Section 2. Appointment , term, quorum and removal. Eleven members of the Energy Board shall be appointed by the City Commission and hold office for two (2) consecutive years from date of appointment. One ex-officio member shall be appointed by the City Manager who will represent the City Manager's Office. The City Commision may at any time fill a vacant position or remove a member from the office and appoint a qualified person to serve out the unexpired term of any such member upon seven (4) affirmative votes. Seven (7) members of the Energy Board shall constitute a quorum for the transaction of business. Section 3. Rules. The Energy Board shall adopt rules and regulations necessary for the conduct of its business. 1I Section 4. Duties. The Energy Board shall perform the following duties: (a) Research, review and develop community oriented energy conser- vation and related energy conservation programs and alternative forms of Energy Development. (b) Recommend to the City Commission and Administration programs and policies intended to further the objectives of community energy conservation and alternative forms of Energy Development. Section 5. Meetings. The Energy Board shall meet at least once a month on a regular basis. Any member of the Board who misses three (3) consecutive meetings without good cause is automatically removed from the Board. NOW, THEREFORE BE IT DULY RESOLVED BY THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA THAT AN ENERGY BOARD IS HEREBY CREATED. PASSED AND ADOPTED THIS 21st DAY OF July , 1982.
