SUBJECT: Historic Preservation Board — Recommendation Pertaining to Standards for City
Installed Railings Where Streets are Elevated.
On December 13, 2017, the Mayor and City Commission referred a discussion item to the
Historic Preservation Board regarding the design of City installed railings within the City's local
historic districts. The Commission requested that the Historic Preservation Board evaluate and
recommend standards for the design of railings installed within the historic district right-of-ways
(Item C4 P).
On March 12, 2018, the Historic Preservation Board discussed the matter and made the
following recommendations:
(1) Historic Preservation staff should review and approve the design of any railing proposed to
be installed within City right-of-ways located in local historic districts.
(2) Railings should be as minimal as possible, including a flat bar profile.
(3) Low walls or masonry curbs should be considered where possible.
(4) Railings should be continuous around corners.
(5) Top rails should return to the ground without extensions that return to the post (loops).
(6) Different solutions should be considered for residential versus commercial areas.
Attached are some visual representations of the types of rails recommended by the Historic
Preservation Board. The Administration recommends that the Commission consider the
recommendation of the Historic Preservation Board for application citywide, and provide
appropriate policy direction.
