SUBJECT: Request for Proposals (RFP) 2018 -0(2 -JC, Disaster Recovery Services
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Proposals (RFP) 2018 -002 -JC, for disaster recovery services.
On March 7, 2018, the Mayor and Commission approved the issuance of the subject RFP. On
March 12, 2018, the RFP was issued. As a result of the questions received from prospective
proposers in response to the RFP, there are certain provisions related to the Minimum Eligibility
Requirements (Appendix C) that require revisions in order to not restrict competition by small local
vendors. The changes are as follows:
1. Proposer must have a minimum of five (5) years' of experience providing, debris removal
services, and shall demonstrate that it has performed at least three (3) debris removal
projects, as prime contractor, during the past ten (10) fifteen (15) years, on projects involving
a minimum resulting in -of 250,000 cumulative cubic yards of debris.
At least one bidder has expressed concerns with the previous minimum eligibility requirements
which require bidders to have served as prime contractor, during the past ten (10)years, on projects
involving a minimum of 250,000 cubic yards of debris. Given that the last local storm of any
significance occurred in 2005, the minimum eligibility requirements, prior to the aforementioned
revisions, create a barrier to competition for South Florida firms. If the requirements are not
amended, small local bidders without a national presence would be unable to compete for the City's
contract. Additionally, the federal procurement guidelines that govern contracts eligible for federal
funding require that local governments take affirmative steps to include small firms whenever
possible. Accordingly, the Administration is seeking to amend the minimum eligibility requirements
for the aforementioned reasons.
It is anticipated that this revision will not impact the timeline to bring an award recommendation to
the City Commission at the June 6, 2018, meeting. I would appreciate any comments and/or
suggestions you may have by April 19, 2018.
