Morales, City Manager \l DATE: April 17, 2018 LETTER TO COMMISSION SUBJECT: FDOT SAFETY PROJECT ALON 'SR112/41ST STREET BETWEEN ALTON ROAD AND PINE TREE DRIVE The purpose of this Letter to Commission (LTC) is to provide information regarding an upcoming Florida Department of Transportation (FDOT) Project along State Road (SR) 112/41 st Street between Alton Road and Pine Tree Drive. This project has been programmed as a result of a safety assessment performed by FDOT in 2015. The project scope consists of traffic signal improvements along 41st Street at Alton Road, Meridian Avenue, Chase Avenue, and Prairie Avenue. The traffic signal improvements will consist of replacing some mast arms and adding amber back -plates to the traffic signal heads to make them more visible to motorists. In addition, FDOT will be performing minor concrete restoration at these intersections and relocating a bus stop on the north side of 41st Street adjacent to North Beach Elementary to a location approximately 90 feet east of its current location. This relocation will require the removal of approximately four (4) on -street parking spaces adjacent to North Beach Elementary in order to create a new bus bay and allow transit service, including the City's Trolley, to pick-up and drop-off passengers off the travel lanes without interrupting traffic flow on 41st Street, thus reducing the likelihood of sideswipe accidents and rear -end collisions. The work is scheduled to commence on May 7, 2018 and be completed in September 2018, and the estimated construction cost is $292,408. To perform this work safely, FDOT may be closing lanes during the following times: • 9 a.m. to 3:30 p.m., weekdays and weekends • 9 p.m. to 5:30 a.m., Sunday through Thursday • 11 p.m. to 7 a.m., Friday and Saturday The City will be coordinating closely with the FDOT project management team to ensure lane closures occur during off-peak periods. In addition, the City's Transportation Department staff will be monitoring congestion and assessing signal timing changes, Digital Message Signs messaging, and other traffic management mitigation measures, to help improve traffic flow during construction. This short-term project is not anticipated to affect the City's efforts currently underway with the 41st Street Blue Ribbon Committee. City staff will continue to work through the Committee to identify both short-term and long-term improvements to the 41st Street corridor. Lanes may be closed during non - peak hours: • 9 a.m. to 3:30 p.m., weekdays and weekends • 9 p.m. to 5:30 a.m., Sunday through Thursday • 11 p.m. to 7 a.m., Friday and Saturday Please follow pedestrian signage during traffic signal work at intersections. Lane closure and project information will be posted weekly on the department's website, www.fdotmiamidade.com. Wearing a safety belt is the single most effective way to protect people and reduce fatalities in motor vehicle crashes. The department takes steps to reduce construction effects, but you might experience the following around the work site. • Travel lane closures and pedestrian detours • Increased dust and noise • Workers and equipment moving around the area Please note that this schedule could change due to bad weather or other unexpected conditions.
