2018-30257 ResolutionRESOLUTION NO. 2018 -30257 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MIAMI BEACH POLICE DEPARTMENT TO DONATE AN OBSOLETE POLICE PRISONER TRANSPORT VAN IN "AS 15" CONDITION TO THE ROYAL TURKS AND CAICOS ISLANDS POLICE FORCE, AND ALL COSTS SURROUNDING THE DONATION SHALL BE THE SOLE RESPONSIBILITY OF THE ROYAL TURKS AND CAICOS ISLANDS POLICE FORCE. WHEREAS, the Miami Beach Police Department has one (1) 2011 Ford F350 Police Prisoner Transport Van it wishes to donate to the Royal Turks and Caicos Islands Police Force; and WHEREAS, a recent inspection, based upon industry standard metrics such as age, mileage, maintenance and overall condition, concluded that the 2011 Ford F350 Police Prisoner Transport Van has reached its end of useful life; and WHEREAS, the vehicle, which has an estimated value of less than $5,000, has already been declared surplus property and is scheduled for replacement by the Miami Beach Police Department; and WHEREAS, the Royal Turks and Caicos Islands Police Force which has limited resources, and is in need of a police prisoner transport van; and WHEREAS, no funds are required from the City of Miami Beach for the donation of the 2011 Ford F350 Police Prisoner Transport Van, as the Royal Turks and Caicos Islands Police Force shall be responsible for all costs surrounding the export, transportation and donation of this vehicle; and WHEREAS, the charitable donation of this outdated vehicle to the Royal Turks and Caicos Islands Police Force is in the best interest of the City of Miami Beach; and WHEREAS, this donation is made in its "as is" condition and the City of Miami Beach makes no representation as to the condition of the 2011 Ford F350 Police Prisoner Transport Van, and no warranties, expressed or implied, and assumes no responsibility for said vehicle; and NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby authorize the Miami Beach Police Department to donate an obsolete 2011 Ford F350 Police Prisoner Transport Van in "as is" condition to the Royal Turks and Caicos Islands Police Force, and all costs surrounding the donation shall be the sole responsibility of the Royal Turks and Caicos Islands Police Force. Morales, City Manager DATE: April 11, 2018 SUBJECT: A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA AUTHORIZING THE MIAMI BEACH POLICE DEPARTMENT TO DONATE AN OBSOLETE POLICE PRISONER TRANSPORT VAN IN "AS IS" CONDITION TO THE ROYAL TURKS AND CAICOS ISLANDS POLICE FORCE, AND ALL COSTS SURROUNDING THE DONATION SHALL BE THE SOLE RESPONSIBILITY OF THE ROYAL TURKS AND CAICOS ISLANDS POLICE FORCE. ANALYSIS The Miami Beach Police Department (MBPD) has developed professional relationships with several international law enforcement agencies and entertained, with some of them, discussions about delivering training for their officers. While doing so, James Smith, Commissioner for the Royal Turks and Caicos Police Force (TCPF), expressed a critical and immediate need for a prisoner van that would enable them to transport several prisoners at any given time. The MBPD would like to donate Police Vehicle 0238, a 2011 Ford with 90,000 odometer miles, to the TCPF as it would not incur any cost to the City and would greatly help the TCPF. City of Miami Beach vehicles are scheduled for review and /or replacement based on a pre- determined schedule using various industry standard metrics including age, mileage, maintenance, engine hours, and overall condition. This is commonly referred to as "end of life." Vehicles which have reached the established criteria for replacement are physically inspected and all information related to the vehicle is reviewed to determine whether it should be replaced or can safely remain in the fleet for an additional time period and still be cost effective to maintain. The inspection performed on vehicle 0238 concluded that it had reached its end of useful life. Under normal circumstances, such vehicles are sold at regularly held public auctions as doing so positively impacts the City's overall cost of asset ownership. Proceeds from auction sales are used to reduce the cost of purchasing replacement vehicles. MBPD staff reached out to Fleet Management for an estimate of the fair market value of vehicle 0238 to determine whether there would be any substantial cost associated with donating as opposed to selling the vehicle. Fleet Management reviewed vehicle's records and estimated its auction value to approximately $5,000. This appraisal does not account for costs associated with preparing an end of useful life MBPD vehicle for auction including the costs of removing the MBPD graphics, the fuel management, and AVL systems and the costs of administering the auction. The actual sale price of the vehicle is unknown and would be subject to the mechanical condition of the vehicle and market environment at the time of the final auction sale. 571 The MBPD leadership has approved the replacement of Police Vehicle 0238 as part of Fleet Managernent's annual fleet acquisitions list. It has been declared surplus and is of no further use to the City. However, it could make a significant and positive impact to an agency which does not have a vehicle with a similar capacity. Transporting prisoners is an extremely dangerous and vulnerable function of law enforcement and is compounded when an agency does not have the proper equipment to do so.
