Morales, City Manag= DATE: April 30, 2018 SUBJECT: North Beach Activity Update: 1 Nest Lots and Ocean Terrace The purpose of this Letter to Commission is to provide you with an update on two urban design plans taking place in North Beach. At the December 13, 2017 City Commission Meeting, Resolution 2017-30126 was adopted allowing City Administration to retain Dover Kohl, the principle design firm from the North Beach Master Plan, to create a concept plan for the West Lots in North Beach. The West Lots consist of eight half blocks fronting Collins Avenue across from North Beach Oceanside Park, from 79th to 87th Street. Beginning the week of April 30th, Dover Kohl will host a series of community charrettes and meetings to inform this conceptual design plan. Attached to this LTC is the Save the Date flyer along with a list of the focus group and community meeting schedule. The firm has already started developing a recommendation and analysis for the future use of the Log Cabin. This recommendation will be presented to the City Commission at the May 16, 2018 meeting. Further, Dover Kohl plans to present the preliminary findings and larger concept plan for the West Lots at the June 6, 2018 City Commission meeting. Concurrently, as a result of RFLI-2017-252, City Administration has retained the Corradino Group to produce an urban design plan for the Ocean Terrace Neighborhood. The scope of work includes creating an urban neighborhood design plan focusing on connectivity between the 72nd Street Lot, Youth Center, North Beach Bandshell, Ocean Terrace, Altos del Mar Park, and the current library location. The kick-off meeting was held on April 19, 2018. This project will consist of a three-month consultancy that will include City Department meetings and three working group sessions that will be open to the public. The meeting schedule will also include 1:1 meetings with City of Miami Beach elected officials, and is set to begin in May 2018. If you have any questions and or concerns, please let me know. MIAMIBEACH What are the West Lots? The West Lots consist of eight half blocks fronting Collins Avenue across from North Beach Oceanside Park, from 79`h Street to 87th Street. These blocks provide parking for North Beach Oceanside Park and the beach beyond. The West Lots are large enough to accommodate this parking, as well as additional uses that are desired by the community. The Lots provide the largest continuous civic/commercial oceanfront adjacent development opportunity in the City. What is a Public Design Charrette? Public Design Charrettes bring all stakeholders to the table over a short, focused period of time to work intensively with the design team to reach consensus over the future evolution of a place. The Charrette is rapid, intensive, and includes a series of creative work sessions between the public and the design team to produce a draft plan for the future. The Charrette is product -oriented. Why should you participate? Participating in the Charrette will give you a chance to express your vision for the future of the West Lots. Your participation will make the difference between a good plan and a great plan. Ideas have been proposed before; now is the time to work together to create consensus for these valuable assets to the community.
