Morales, City Manage DATE: May 9, 2018 SUBJECT: MIAMI BEACH TROLLEY AND MIAMI-DADE TRANSIT CIRCULATOR RIDERSHIP REPORT (FY2018 — 2ND QUARTER) The purpose of this Letter to Commission (LTC) is to report ridership figures for the City of Miami Beach Trolley System and Miami -Dade County bus circulators during the second quarter of Fiscal Year (FY) 2018, from January 1, 2018 to March 31, 2018. KEY Q2 METRICS: • Systemwide Average Daily Ridership: 13,631 • Systemwide Ridership Growth: 14% increase as compared to previous quarter and 39% as compared to Quarter 2 of last fiscal year • Service Cost Per Passenger: $2.28 Multiple service improvements to the Miami Beach Trolley system were implemented during the second quarter of FY 2018: • Pursuant to direction from the City Commission on January 17, 2018, the South Beach Loops A (Clockwise) and B (Counter -Clockwise) were extended on January 22, 2018 to serve the Collins Park neighborhood, while service on the "Via 10 Street Loop" has remained the same. As a result of route extension, the average service frequency along Loops A and B is approximately 20 minutes. • Given the more direct and convenient service being provided between North Beach and South Beach by the new Collins Express from the time of its implementation (November 1, 2017), this loop has experienced an increase in ridership as compared to its predecessor, the Collins Link. Based on an evaluation of ridership data, the Transportation Department reassigned one (1) of the Middle Beach Loop vehicles to the Collins Express on January 23, 2018. While minimally affecting service frequency along the Middle Beach Loop (service frequency is approximately 15 minutes), this operational modification enabled the Collins Express service to meet increased passenger demand along the route. The average service frequency along the Collins Express route has improved to 17 minutes with the addition of one (1) more vehicle as compared to 20 minutes prior to the additional vehicle assignment. • In addition, as a result of service changes implemented by the County on March 11, 2018, Route 115 currently operate only during morning and afternoon peak hours at approximately 50 minutes service frequency, seven (7) days a week. The County partnered with FreeBee, an on -demand transportation service operator, to provide service during the hours that Route 115 bus service was eliminated as a result of the March 11 service changes (10AM-2PM and 6PM-9PM). LTC- Miami Beach Trolley and Miami -Dade Transit Circulator Service Ridership Report (FY2018 2nd Quarter) May 9, 2018 Page 2 The FreeBee service started operating on April 19 along the same route alignment as Route 115 at approximately 50 minutes service frequency and using FreeBee vehicles (electric vehicles similar to large golf carts) branded with Miami -Dade County logos. While currently operating along a fixed route, the County is exploring the possibility of operating an on -demand service along this route in the future based on customer feedback. As illustrated in the attached ridership report (Attachment A), the North Beach Loop observed an average daily ridership of 2,285 passengers during this quarter. The overall ridership of the North Beach Loop during the second quarter of FY 2018 was 205,565 passengers. This represents an approximate 5% decrease in ridership over the previous quarter and a 2% decrease in comparison to the same quarter of the previous fiscal year (Attachment B). The Middle Beach Loop observed an average daily ridership of 2,427 passengers and overall ridership of 217,982 passengers during the second quarter of FY 2018. This represents an approximate 22% decrease in ridership over the previous quarter and a 33% decrease in comparison to the same quarter of the previous fiscal year (Attachment B). This reduction in ridership is due in part to the implementation of Collins Express service which eliminated the need for many passengers to transfer between the other loops as well as reassignment of Middle Beach Loop vehicle to Collins Express. The Collins Express observed an average daily ridership of 4,318 passengers and an overall ridership of 388,165 passengers during the second quarter of FY 2018. This represents an approximate 21% increase in ridership over the previous quarter and a 60% increase in comparison to the same quarter of the previous fiscal year (Attachment B). The South Beach Trolley service observed an average daily ridership of 4,602 passengers and an overall ridership of 413,595 passengers during the second quarter of FY 2018 (Attachment B). It is worth nothing that its predecessor South Beach Local in the last 10 months of its service carried less than 1,900 passengers per day. Pursuant to City Commission direction, the following modifications intended to improve passenger comfort and convenience were implemented on all 12 low -floor trolley vehicles during the week of April 16, 2018: • A new footrest for high bench above front right wheel well • A new storage rack above the left front wheel well • A new rear support railing • Raised benches above the rear wheel wells to allow for more passenger legroom At this time, the only pending improvement is installation of longer leather straps. While this improvement was to be completed at the same time as above referenced modifications, it has been delayed as straps that were received were of a different color. Longer leather straps are to be installed prior to end of this month. In summary, the City of Miami Beach trolley system provided transit service to a total of 1,225,307 passengers during the second quarter of FY 2018, and cumulatively to over 8 million passengers from inception to the end of the second quarter of FY 2018 (Attachment B). In addition to the City's trolley system, during the second quarter of FY 2018, the County operated one (1) circulator route entirely within City boundaries (Route 115). Based on the first quarter ridership data for FY 2017, the Route 115 service experienced an 18% decrease in ridership as compared to the first quarter of the previous fiscal year (Attachment B). Overall ridership figures for both the City's trolley system and the County's Route 115 for previous fiscal years has been included in Attachment C for reference. Of note, our trolley service carried approximately the same number of passengers on a daily basis that the City of Miami Trolley service carried during the second quarter of FY18 (1,272,940 passengers) using more than 38 vehicles in operation along 11 routes (as compared to the City's 25 vehicles in operation along four (4) routes).
