Resolution 5788 RESOLUTION NO. 5785
WHEREAS, the War Department of the United States Government, through
its real estate section, acquired certain hotels at Miami Beach, Florida,
and elsewhere, as an emergency measure for the purpose of training troops,
and
WHEREAS, the officials of the War Department subsequently commended
the action of the hotel owners in making available said hotel accommoda—
tions and stated to the press of the nation that such action aided and
furthered the war effort by advancing the training program several months,
and
WHEREAS, many owners have complained of inadequate compensation for
the use of their hotels, stating that the rent paid by the government, in
many cases, was insufficient to maintain the investment represented by
said hotels; that they were thereby embarrassed seriously in a financial
way; that so many complaints arose as a result of the policy of said War
Department that a sub—committee of the Truman Committee of the United
States Senate held hearings at Miami Beach; that said committee subsequently
rendered its report and in said report it was found by said committee that
many injustices had been done through said leases and the treatment of
hotel owners and operators, and
WHEREAS, under the law as passed by Congress, only the government
can renegotiate contracts which are excessive and have worked hardship in
respect to the government, it is necessary for new legislation to be
enacted by the Congress of the United States which will enable landlords
to renegotiate leases which are unfavorable to them, and
WHEREAS, the hotel owners ' association of the City of Miami Beach
has appealed to the Honorable J. Tom Watson, as Attorney General of the
State of Florida, to use the influence of his office in securing the
cooperation of the Florida Delegation in the Congress for the introduction
of such legislation as will relieve said landlords of the injustices
reported by the Truman Committee;
NOW, THEREFORE, we, the City Council of Miami Beach, in regular meet—
ing assembled, do hereby endorse and approve the suggestion that the
Attorney General of the State of Florida take appropriate steps to bring
to the attention of the Florida Delegation in Congress the necessity of
amending the present laws so as to enable landlords to renegotiate with
the government contracts obtained by the government from them for the use
of their hotels where injustices have been done to them in obtaining said
leases.
