2003-25125 Reso RESOLUTION NO. 2003-25125 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, SUPPORTING AND ENCOURAGING THE STATE LEGISLATURE AND THE GOVERNOR TO SUPPORT THE "DIGNITY FOR ALL STUDENTS ACT," A BILL SPONSORED BY SEN. MARGOLIS AND REP. GOTTLIEB, WHICH LEGISLATION WOULD PROTECT FLORIDA'S STUDENTS FROM DISCRIMINATION AND HARASSMENT. WHEREAS, all students deserve the right to learn in an environment free from harassment and discrimination; and WHEREAS, numerous studies document the alanning prevalence of bias-related harassment, such that: . 70% of female students have experienced some form of harassment at schooll . 80% of minority students are verbally, physically, and sexually harassed in schooe . 43% of students have been harassed on the basis of their race at school3; and WHEREAS, the State of Florida does not currently provide all teachers with the tools and training that they need to ensure that our schools can truly be places oflearning rather than breeding grounds for intolerance and discrimination; and WHEREAS, State Senator Gwen Margolis and State Representative Kenneth Gottlieb are sponsoring the "Dignity for all Students Act," which legislation would protect Florida's students from discrimination and harassment; and WHEREAS, the Mayor and City Commission of the City of Miami Beach in an effort to address the rights of all students to receive an education unimpeded by discrimination and harassment, strongly support and encourage the Florida Legislature and Governor to take comprehensive system-wide action via the passage of the "Dignity for all Students Act"; and WHEREAS, the Act will empower the State of Florida to provide support and resources for training teachers, guidance counselors, administrators, and students on ending harassment and discrimination in Florida's schools. 1 Hostile Hallways, American Association of university Women, 2000 2 National School Climate survey, GLSEN, 2000 3 Statewide Climate Survey, washington State Safe Schools Coalition, 1999 NOW, THEREFORE, BE IT DULY RESOLVED BY mE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of Miami Beach support and encourage the State Legislature and the Governor to protect the rights of all Florida students from discrimination and harassment by passage of the "Dignity for all Students Act." State Senator Gwen Margolis and State Representative Kenneth Gottlieb are sponsoring said Bill called the "Dignity for all Students Act." The Bill was designed to protect the Human Rights of Florida's schools students and formally address their rights to receive an education free of discrimination.
