RESOLUTION NO. 2003-25124
A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, CREATING THE CITY OF MIAMI
BEACH AD HOC CHARTER REVIEW AND REVISION BOARD;
PRESCRIBING ITS DUTIES, AND PROVIDING FOR THE MANNER OF
ITS APPOINTMENT, AND THE TERMS OF OFFICE OF ITS MEMBERS.
WHEREAS, pursuant to Miami Beach City Charter section 8.01, the Charter .....shall be
reviewed ten years from November 3rd, 1993 and each tenth year thereafter"; and
WHEREAS, the City Commission believes that review of the City's Charter is of continued
importance to the welfare of the citizen's of the City of Miami Beach; and
WHEREAS, the City Commission believes that such review can best be accomplished by
the creation and appointment of an Ad Hoc Advisory Charter Review and Revision Board to be
composed of seven members who shall be direct appointees of the individual City Commissioners
and the Mayor, and whose terms shall commence on February 5th, 2003 and expire on February 4th,
2004 (subj ect to earlier sunset by the City Commission). The Board's powers of review shall include
submittal of a report to the City Commission by June 1st, 2003, which report shall include any
recommendations concerning proposed amendments to the City's Charter.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City of Miami Beach
Ad Hoc Charter Review and Revision Board is hereby created for the purpose of reviewing the
City's Charter, said Board to be composed of seven direct appointees of the Miami Beach City
Commission, with Board terms commencing on February 5th, 2003 and expiring on February 4th,
2004 (subject to earlier sunset by the City Commission).

Pursuant to the City of Miami Beach Charter it is necessary to form an Ad Hoc City
Committee to review the Charter every ten years.
The ten year cycle is up for this year, 2003. I am proposing this committee be made up of
seven members each to be directly appointed by an individual Commissioner. I will be
appointing Steve Zack, who served as Chair of the last Charter Review Committee.
It is important that these appointments be made by the February 5, 2003 City
Commission Meeting since time is of the essence in preparing any Charter changes or
amendments by the November 2003 city election.
