2003-25113 ResoRESOLUTION NO. 2003-25113 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY MANAGER TO ISSUE A CERTIFICATION OF CONSISTENCY WITH THE CITY'S CONSOLIDATED PLAN TO THE CITY'S NEIGHBORHOOD SERVICES DEPARTMENT OFFICE OF HOMELESS COORDINATION TO UTILIZE FUNDS PROVIDED DIRECTLY BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT TO PROVIDE OUTREACH AND CASE MANAGEMENT SERVICES TO HOMELESS INDIVIDUALS IN MIAMI BEACH. WHEREAS, on July 1, 1998 the Mayor and City Commission adopted the City of Miami Beach Consolidated Plan for Fiscal Years 1998-2002; and WHEREAS, the City's Neighborhood Services Department Office of Homeless Coordination (Office of Homeless), in order to meet the January 8, 2003 deadline, has submitted an application to the Miami-Dade County Homeless Trust (Homeless Trust) for a grant of $78,186 in funds provided by U.S. HUD to provide outreach and case management services to homeless individuals in Miami Beach for a one-year period; and WHEREAS, U.S. HUD requires that applicants for Federal funding submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the proposed activity is located; and WHEREAS, in accordance with the City's adopted Consolidated Plan, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval; and WHEREAS, the Office of Homeless has requested that the City issue a retroactive Certification of Consistency with the City's Consolidated Plan; and WHEREAS, the Administration has reviewed the proposed activities of outreach and case management for homeless individuals and found them to be consistent with the City's Consolidated Plan. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Manager is authorized to issue a Certification of Consistency with the City's Consolidated Plan to the City's Neighborhood Services Department Office of Homeless Coordination to utilize funds provided directly by the U.S. Department of Housing and Urban Development to provide outreach and case management services to homeless individuals in Miami Beach. ADMINISTRATION RECOMMENDATION Adopt the Resolution. ANALYSIS The City's Neighborhood Services Department, Office of Homeless Coordination, has requested a retroactive Certification of Consistency with the City's Consolidated Plan as part of an application for funds from the U.S. Department of Housing and Urban Development (U.S. HUD). The Office of Homeless Coordination has submitted an application to the Miami-Dade County Homeless Trust (Homeless Trust) for a grant of $78,186 in funds provided by U.S. HUD. This grant is to be utilized by the Office of Homeless Coordination to provide added funding for outreach, case management, and shelter services to homeless individuals in Miami Beach for a one-year period. These funds were previously awarded to and services were provided by Douglas Gardens Mental Health Center who is no longer eligible for the grant as they are unable to provide the funding match required. The Office of Homeless Coordination has responded to a request for applications issued by the Homeless Trust, which provides U.S. HUD funds for homeless services. In order to meet the January 8, 2003 grant deadline, the City submitted an application and is now requesting a retroactive Certification of Consistency as required by the application. U.S. HUD requires that applicants for funding obtain and submit a Certification of Consistency with the Consolidated Plan from the entitlement jurisdiction where the activity is to be located for each application. In accordance with the Consolidated Plan adopted by the City, each request for a Certification of Consistency with the Consolidated Plan requires City Commission review and approval. Commission Memorandum February 5, 2003 Off/ce of Homeless Certificate of Consistency, 2003 Page 2 The documentation submitted by the Office of Homeless Coordination describing the proposed activities has been reviewed and was found to be consistent with the City's Consolidated Plan. The Consolidated Plan identifies long-term objectives in Chapter 4, "Five Year Strategy." Under the Homelessness Strategy (Continuum of Care), page 56, the Plan assigns a high priority to assisting homeless individuals. Additionally, the Plan also identifies case management, page 59, within the gap analysis as a high priority in the Continuum of Care. The Administration recommends adoption of the attached Resolution of the Mayor and City Commission of the City of Miami Beach, Florida, approving and authorizing the City Manager to issue a Certification of Consistency with the City's Consolidated Plan to the City's Neighborhood Services Department Office of Homeless Coordination to utilize funds provided directly by the U.S. Department of Housing and Urban Development to provide outreach and case management services to homeless individuals in Miami Beach.
