Morales, City Man DATE: June 14, 2018 SUBJECT: Removal of Carlos Zapata "Wing" structure on Lincoln Road The purpose of this Letter to Commission (LTC) is to provide the Mayor and Commission with an update on the status on the removal of the Carlos Zapata "Wing" structure on Lincoln Road. The Carlos Zapata "Wing" structure was added to Lincoln Road in 1999 as one of the final pieces of the 1995 renovation project. This structure was never completed per its intended design, and over time, the structure and fountain's condition have deteriorated and become a maintenance and risk management concern. The fountain's incomplete design has caused this structure to become a hazard and has been the cause of many accidents. Since Lincoln Road is visited by thousands of daily visitors, its removal will eliminate future potential hazardous situations. The Lincoln Road Improvement Master Plan, developed by James Corner Field Operations and approved by the City Commission on October 14, 2015, recommended the removal of the "Wing" structure and fountain. At the March 9, 2016 Commission meeting, the removal of the structure was referred to the Land Use and Development Committee for further discussion. The committee then voted recommending that the City remove the "Wing" structure. A resolution of the Mayor and City Commission was passed on April 13, 2016 accepting the recommendation of the Land Use and Development Committee to remove the structure. The Property Management Department is working with the Greenspace Management Division to place low lying landscape, approved by the Planning Department, in the fountain basin after the structure has been removed. This is a temporary solution that will eliminate hazards, and increase site safety until construction on the master plan project begins. M1b4� J LM/MT/AM
