A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, URGING MIAMI -DADE COUNTY TO
EXPAND ITS RECYCLING BIN PILOT PROGRAM IN THE CITY OF MIAMI
BEACH TO PROVIDE AN ADDITIONAL 350 RECYCLING BINS FOR THE
CITY'S BEACHES FROM 14th STREET TO 87th TERRACE.
WHEREAS, the beaches within the City of Miami Beach ( "City ") are maintained on a
daily basis through a collaborative effort between Miami -Dade County and the City. As part
of this collaboration, the County provides over 400 trash cans throughout the City's coastline
and provides trash collection once a day, or more often depending on the area; and
WHEREAS, in November 2017, Miami -Dade County created a beach recycling bin
pilot program that has improved recycling on the City's beaches. Under the pilot program, the
County has placed 50 recycling bins between Government Cut and 14th Street and provides
recycling collection service twice to three times a week; and
WHEREAS, some of the challenges for recycling on the beach are the limited amount
of recycling bins relative to trash bins, their lack of proximity to trash bins, the limited
collection schedule for the recycling bins, and the lack of consistency in the design and
proper messaging on the recycling bins; and
WHEREAS, although the pilot program has proved to be successful so far by reducing
contamination within the recycling bins, the pilot program only covers less than one fifth of the
City's beachfront and does not provide recycling bins at all trash can locations; and
WHEREAS, in order to achieve maximum effectiveness from the County and City's
efforts to increase recycling on the City's beaches, the County's recycling bin pilot program
should be extended to include an additional 350 recycling bins on the City's beaches from
14th Street to 87th Terrace.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby urge Miami -Dade County to expand its recycling bin pilot program in the
City of Miami Beach to provide an additional 350 recycling bins for the City's beaches from
14th Street to 87th Terrace.

RECOMMENDATION
Pursuant to the request of Commissioner Michael G6ngora, the above- referenced Resolution is
submitted for consideration by the Mayor and City Commission at the June 6, 2018 City Commission
meeting.
ANALYSIS
Beaches are maintained on a daily basis in a joint effort between Miami -Dade County and the City
of Miami Beach. The County provides recycling service collection twice to three times a week,
depending on the season, while trash collection is provided once a day or more depending on the
area. The City's beaches currently have over 400 trash cans throughout its entire coastline, and only
50 recycling bins between Government Cut and 14th Street. Some of the challenges for recycling on
the beach are the amount of recycling bins, their proximity to trash bins, the frequency that the
recycling bins are collected, and the lack of consistency in the design and proper messaging on the
bins.
In 2017, Miami -Dade County implemented a beach recycling bin pilot program to improve
recycling on the City's beaches. The pilot program has not only increased recycling rates, but has
decreased the amount of contamination within the bins. As part of the program, the City has provided
wraps to the bins, which helps to differentiate between recycling and trash bins. At this point, the
County has only acquired 50 recycling bins with lids. Although the recycling bin program has proved
to be successful in reducing contamination within the bins, it only covers less than one fifth of the
City's beaches. In order to cover the entire beach length and extend the existing beach recycling bin
program from 14th Street to 87th Terrace, the County is requested to provide an additional 350
recycling bins to be placed through the City's beaches.
