Morales, City Manag DATE: June 22, 2018 SUBJECT: ON -DEMAND TRANSIT SERVI E - REQUEST FOR LETTERS OF INTEREST The purpose of this Letter To Commission (LTC) is to provide an update on the Request For Letters Of Interest for On -Demand Transit Service (RFLI No. 2018 -060 -ND). The City issued RFLI No. 2018 -060 -ND in February 2018 and responses were received from three (3) firms on March 2, 2018. The goal of the RFLI was to explore a potential partnership with a firm that would provide "first mile/last mile" on -demand transportation service within designated areas in the City and, pursuant to City Commission direction, at no charge to passengers or the City. Potential areas in the City were identified where on -demand service could provide connections between trolley stops and final destinations/trip origins, ease congestion, and address limited parking availability. The potential service areas, which would be negotiated upon award, are characterized as areas of low demand, with low to medium density, and not currently served by the City's Trolley service or County bus service. As such, the on - demand service was intended to provide connections to trolley/bus stops in the City. The target areas are depicted in the attached map. Please note that the South Beach Trolley route was extended to the Collins Park neighborhood after the publishing of this RFLOI and map. The Transportation and Procurement Departments reviewed the responses received from the three firms and determined that none of the firms could provide the service at no charge to passengers or the City as required by the RFLOI; thus, all three firms were deemed non-responsive. As an alternative, given that Miami -Dade Transit is currently providing on -demand transit service as part of its Bus Route 115 in Miami Beach using Freebee, Transportation Department staff will explore a partnership with the County to provide on -demand transit service in Middle Beach and North Beach.
