A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF MIAMI BEACH, FLORIDA, FINDING AS
TO THE NUMBER OF FREEHOLDERS LEGALLY
QUALIFIED TO PARTICIPATE IN THE SPECIAL
ELECTION HELD MARCH 8TH, 1949, AND
CANVASSING THE RETURNS OF THE SAID SPECIAL
ELECTION AND DECLARING THE RESULT TO BE
AGAINST THE ISSUANCE OF BONDS IN THE
TOTAL SUM OF $1,481,000.00 FOR THE PURPOSES
IN THIS RESOLUTION STATED.
WHEREAS, the City Clerk and Supervisor of Registration of the
City of Miami Beach, Florida, has certified that the total number
of freeholders who were qualified electors residing in said City,
and legally qualified to participate in the Special Election held
in said City on March 8th, 1949, was 4393, and
WHEREAS, this City Council has made a canvass of the returns
of the certificates of the Inspectors and Clerks who held and con-
ducted said Special Election held on March 8th, 1949, such canvass
having been made solely, exclusively and entirely from such returns,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Miami Beach, Florida, that we do hereby find and declare that the
total number of the freeholders who were qualified electors residing
in said City and legally qualified to participate in the Special
Election held in said City on March 8th, 1949, was 4393, and that
only 2183 of said freeholders qualified as aforesaid entered the
polling places and signed the signature certificates as a prerequisite
for voting, as required by law, and actually entered the booths of
the voting machines and participated in the election, as shown and
evidenced by the public counters on the voting machines used in said
election, and that two (2) of said freeholders qualified as aforesaid,
cast absentee ballots, pursuant to law and participated in the
election, and
BE IT FURTHER RESOLVED that we do hereby find and declare that
the total number of votes cast in said election in favor of the ap-
proval of the bonds and the total number of votes cast in said
election against the approval of the bonds were as follows:
Upon the question: 1. "Shall the City of Miami Beach, Florida,
issue negotiable coupon bonds in the amount
of $650,000.00 with interest at a rate here-
after to be determined, not exceeding 300
per annum, for the purpose of constructing
STORM SEWERS?" 2119 votes were cast, of
which 1963 votes were "For Bonds" and 156
votes were "Against Bonds".
Upon the question: 2. "Shall the City of Miami Beach, Florida,
issue negotiable coupon bonds in the amount
of $831,000.00 with interest at a rate here-
after to be determined, not exceeding 3*$
per annum, for the payment of which a special
annual tax will be levied, the amount of
which levy will be reduced by collections
from special improvement assessments made
against abutting property, for the purpose
of constructing a WHITE WAY LIGHTING SYSTEM
on the following highways:
5th Street, from Alton Road to Ocean Drive;
West 41st Street, from Alton Road to Pine
Tree Drive; Collins Avenue, from 63rd Street
to 75th Street; 71st Street, from Indian
Creek Drive to Collins Avenue and Everglades
Concourse from Rue Notre Dame to Indian
Creek; Collins Avenue, from Biscayne Street
to 5th Street; Collins Avenue, from 5th
Street to 15th Street; Collins Avenue from
15th Street to 23rd Street; Alton Road, from
5th Street to 15th Street; Alton Road, from
15th Street to Collins Canal; Meridian Avenue,
from Lincoln Road to Collins Canal; 17th Street,
from Washington Avenue to Collins Avenue; Ever-
glades Concourse from Rue Notre Dame to North
Bay Causeway Approach and North Bay Causeway
Approach; Collins Avenue from 75th Street to
87th Terrace; Drexel Avenue, from 12th Street
to Lincoln Road; Pennsylvania Avenue, from
7th Street to Lincoln Road; Euclid Avenue,
from 5th Street to Lincoln Road; Jefferson
Avenue, Michigan Avenue, and Lenox Avenue
from 5th Street to 11th Street, and from 15th
Street to Lincoln Road; 6th Street, from
Washington Avenue to Alton Road; 7th and 8th
Streets, from Pennsylvania Avenue to Alton
Road; 9th and 10th Streets, from Washington
Avenue to Alton Road; 11th Street, from Drexel
Avenue to Alton Road; 12th Street, from Drexel
Avenue to Meridian Avenue; 13th Street and 14th
Street) from Washington Avenue to Meridian Ave-
nue; 14th Place, from Pennsylvania Avenue to
Meridian Avenue; 15th and 16th Streets, from
Washington Avenue to Alton Road; Meridian Ave-
nue, from 5th Street to Lincoln Road; lst, 2nd,
3rd, 4th, 7th, 8th, 9th, 10th, 11th, 12th,
13th, and 14th Streets, from Washington Avenue
to Ocean Drive; Lincoln Road from Collins Ave-
nue to a point at or near 400 feet east of
Collins Avenue; James Avenue, from Lincoln
Road to 19th Street; Park Avenue, from 19th
Street to 23rd Street; Liberty Avenue, from
19th Street to 21st Street, and from 22nd
Street to 23rd Street; 18th and 19th Streets,
from Washington Avenue to Collins Avenue; 20th
and 21st Streets, from Washington Avenue to
Collins Avenue; 22nd Street, from Washington
Court to Collins Avenue; Washington Court;
Washington Avenue, from Lincoln Road to Collins
Canal; Alton Road, from 19th Street to 63rd
Street, and 63rd Street, from Alton Road to
Indian Creek Drive; Collins Avenue, from 44th
Street to 63rd Street; Normandy Drive, from
Bay Drive at easterly end of Isle of Normandy
to Bay Drive at westerly end of Isle of Nor-
mandy; 67th Street, from Collins Avenue to
Harding Avenue?" 2050 votes were cast, of
which 1851 votes were "For Bonds" and 199
votes were "Against Bonds".

WHEREAS, a majority of the total number of freeholders who were
qualified electors residing in said City, and legally qualified to
participate in said Special Election, did not vote therein;
NOW, THEREFORE, BE IT FURTHER RESOLVED that we do hereby declare
that the issuance of said bonds in the aggregate sum of $1,481,000.00
has not been duly and legally approved by the voters, as provided by
law.
