A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, ADOPTING THE PARKS AND RECREATION
DEPARTMENT'S RECOVERY ACTION PLAN (RAP), AS
THE CITY'S OFFICIAL DOCUMENT TO LOCAL ACTION
PLANNING, TO SERVE AS A STATEMENT OF THE
CITY'S COMMITMENT TO THE REVITALIZATION GOALS
OF THE NATIONAL PARK SERVICE, URBAN PARK AND
RECREATION RECOVERY PROGRAM; AND FURTHER
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE
TO SUBMIT THE RAP TO THE NA TIONAL PARK
SERVICE.
WHEREAS, the Urban Park and Recreation Recovery (UPARR)
Program was established in November 1978 by Public Law 95-625 to
provide matching grants and technical assistance to economically distressed
urban communities; and
WHEREAS, the purpose of this program is to provide direct federal
assistance to urban localities for rehabilitation of critically needed recreation
facilities; and
WHEREAS, the law also encourages systematic local planning and
commitment to continuing operation and maintenance of recreation
programs, sites and facilities; and
WHEREAS, to be eligible for rehabilitation grants, a jurisdiction is
required to maintain a current Recovery Action Plan (RAP) approved by the
National Park Service; and
WHEREAS, this Plan serves both as a guide to local action planning
and as a statement of a community's commitment to the revitalization goals
of the UPARR Program; and
WHEREAS, only cities and urban counties meeting established
criteria are eligible for assistance; and
WHEREAS, in March of 2002, the City of Miami Beach submitted a
grant application to the UPARR, and was awarded $112,195 for Fairway
Park in May of 2002; and
WHEREAS, at the time the National Park Service accepted the City's
Parks Master Plan as the RAP, but also requested that the City submit a new
RAP to be eligible for future funding; and
WHEREAS, in order to apply for future grant funding, the City needs
to have an active RAP on file with the National Park Service; and
WHEREAS, the Administration would recommend that the Mayor and
City Commission approve and adopt the attached RAP.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND
CITY COMMISSION OF THE CITY OF MIAMI BEACH hereby adopts the
attached Parks and Recreation Department's Recovery Action Plan as the
City's official document to local action planning to serve as a statement of the
City's commitment to the revitalization goals of the National Park Service,
Urban Park and Recreation Recovery Program; and further authorize the
City Manager or his designee to submit the RAP to the National Park
Service.

In May of 2002, the City of Miami Beach was awarded $112,195 for Fairway Park by the Urban Parks and
Recreation Recovery Program. At that time, the National Park Service accepted the city's Parks Master
Plan as the RAP but also requested that the city submit a new RAP to be eligible for future funding. Future
funding necessitates submitting the new RAP, The RAP to be submitted is a compilation of various
documents previously approved by the City Commission with no new policy being set. The main elements
of the RAP are based on the 1994 Citywide Comprehensive Plan and the 1996 Parks Master Plan. It is
further supported by including but not limited to the Parks and Recreation Department's annual budget and
the 2002 Parks and Recreation Proqrams Blue Ribbon Citizens Committee Report.
Item Summary/Recommendation:
Approve the Resolution to comply with the requirements of the Urban Park and Recreation Recovery
Program that will enable the city to continue to be eligible for future grant funding from UPARR.

ANALYSIS

facilities. The law also encourages systematic local planning and commitment to continuing
operation and maintenance of recreation programs, sites, and facilities. To be eligible for
rehabilitation grants, a jurisdiction is required to maintain a current Recovery Action Plan
approved by the National Park Service. This plan serves both as a guide to local action
planning and as a statement of a community's commitment to the revitalization goals of the
UPARR Program. Only cities and urban counties meeting established criteria are eligible for
assistance.
The City of Miami Beach Parks and Recreation Department submitted the last RAP in 1992
for approval. The RAP was based on the 1990 census, To be in compliance, the Urban
Park and Recreation Recovery Program the city has been asked to submit a new Recovery
Action Plan.

This RAP is presented in two parts:
Part I - includes an overview of the city, assessment data obtained during the citizen
participation in the Comprehensive Plan Process, the Parks & Recreation Department Five
Year Master Plan Process, the 1999 General Obligation Bond Process and the Fiscal Year
2002/2003 City Budget Process,
Part /I - describes the Goals & Objectives for the department as adopted in the 1994
Citywide Comprehensive Plan and as amended thereafter through the Parks & Recreation
Department Five Year Master Plan Process, the 1999 General Obligation Bond Process
and the Fiscal Year 2002/2003 City Budget Process. Additionally, the attachments include
but are not limited to, copies of the City's Comprehensive Plan, the Parks and Recreation
Department's Master Plan, the Parks and Recreation Programs Blue Ribbon Citizens
Committee Report, the North Beach Recreational Corridor Schematic Design Report,
Parks distribution maps, a listing of Parks Capital Improvement Projects and an inventory
of parks amenities. Each of these items has been previously transmitted to the City
Commission for review and approval. The full report is available upon request.
In May of 2002, the City of Miami Beach was awarded $112,195 for Fairway Park by the

The Administration recommends that the Mayor and City Commission adopt the Parks and
Recreation Department's Recovery Action Plan to meet the requirements of the National
Park Service and enable the city to be considered for future grant funds,
