2003-25137 Reso RESOLUTION NO. 2003-25137 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING THE CITY'S YEAR 2004 FEDERAL LEGISLATIVE AGENDA. WHEREAS, the City must avail itself of all potential sources of funds; and WHEREAS, Federal legislation may need to be enacted to protect and enhance the City's interests; and WHEREAS, it is imperative that the City's legislative consultant is aware of, and has a list of, City priorities; and WHEREAS, the City's Federal legislative team has met with the Mayor, City Commissioners, and the Administration relative to the City's needs and priorities with regard to the Year 2004 Federal Legislative Agenda; and WHEREAS, the City's Federal legislative team has also met with City Department heads and staff to ascertain their needs; and WHEREAS, the City's numerous Federal-level needs have been assessed and prioritized to produce the most effective use of its legislative team. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the recommended Federal Legislative Priorities for the Year 2004 Federal Legislative Agenda be approved. as more specifically set forth in the attached Exhibit A. Atlantic Corridor Greenway Network < The Atlantic Corridor Greenway Network will create, within Miami Beach, an alternative transportation network comprised of a citywide system of continuous off- road bicycle/pedestrian trails, which will interconnect with key transit sites, an intermodal transit center, local circulator service as well as the regional transit system, business and commercial districts, cultural/ tourism centers, residential neighborhoods, parking facilities, parks and the beaches. 2. Intermodal Transit Center/Bus Capital < The City of Miami Beach is requesting a specific set-aside through the Transportation Appropriations Bill's Bus and Bus Facilities Account for an Intermodal Transit Station and Bus Capital. VAlHUD APPROPRIATIONS BILL EPA Reauest 1. Stormwater Infrastructure Improvements < The City is seeking assistance in the rehabilitation and restoration of their existing stormwater infrastructure. EDI Reauests 1. Atlantic Corridor Greenway Network < The Atlantic Corridor Greenway Network will create, within Miami Beach, an alternative transportation network comprised of a citywide system of continuous off- road bicycle/pedestrian trails, which will interconnect with key transit sites, an intermodal transit center, local circulator service as well as the regional transit system, business and commercial districts, cultural! tourism centers, residential neighborhoods, parking facilities, parks and the beaches. 2. North Beach Cultural Facility < The City is seeking funds to rehabilitate this aging movie theater so that it may serve as a venue for cultural and non-profit institutions, functionally interacting with the North Shore Youth Center, LABORlHHS AND INTERIOR APPROPRIATIONS BILLS 1. Art Deco District Restoration < The City is seeking funding through the Save America's Treasures program for the renovation of Old City Hall, the 10th Street Auditorium, Colony Theater, Lummus Park, or other City historic restoration projects in the National Register District. 2. Cultural Arts Initiative < The City seeks funding to support programming and training opportunities for performing and visual arts organizations in Miami Beach, with emphasis on museum, educational and minority programming. Date: February 26, 2003 To: Subject: ADMINISTRATION RECOMMENDATION The Administration recommends that the City Commission approve the Resolution. ANALYSIS: On February 6 and 7, 2003, the City's Federal Lobbyists (Jorden Burt) met with the Mayor, City Commissioners, and Administrative staff to discuss the Legislative Priorities for the 2004 Federal Legislative Agenda, The proposed list of priorities for the 2004 Congressional Session was compiled by the City's Federal Lobbyists, the Office of the Mayor and City Commission and the City Administration and is attached. The proposed agenda continues to include Beach Renourishment, Transportation, and Greenway initiatives, and has been expanded to include items related to Homeless, Infrastructure and Cultural initiatives. The City's Federal Lobbyists will continue to work with the City's Grant's Management Office in the pursuit of additional funding, especially as it relates to Homeland Security.
