99-23176 RESORESOLUTION NO. 99-23176 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AMENDMENT NO. 1 TO THE OCTOBER 21, 1998 AGREEMENT WITH URBAN RESOURCE GROUP FOR NORTH BAY ROAD AND WEST AVENUE, IN AN AMOUNT NOT TO EXCEED $11,850, FOR TRAFFIC ANALYSIS, PERMITTING AND PREPARATION OF CONSTRUCTION DOCUMENTS, AS REQUIRED BY MIAMI-DADE COUNTY AND THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT), TO IMPLEMENT THE TRAFFIC MODIFICATIONS AT THE INTERSECTION OF ALTON ROAD AND 20TH STREET. WHEREAS, at its regular meeting April 14, 1999, Agenda Item C7L for traffic analysis and evaluation of traffic modifications, as required by Miami -Dade County, to implement the Homeowner's Consensus Agreement, was referred by the Mayor and City Commission to the Neighborhoods Committee; and WHEREAS, at the April 21, 1999, Neighborhoods Committee meeting, comments were received from residents regarding traffic conditions in the area of 20th Street and Alton Road; and WHEREAS, the Neighborhoods Committee recommended to separate from the Homeowners' Consensus Agreement, the proposed improvements to the intersection of Alton Road and 20th Street, in order to accommodate two (2) eastbound left -turn lanes on 20th Street onto northbound Alton Road; and WHEREAS, on April 28, 1999, the Mayor and City Commission adopted Resolution No. 99-23145 accepting the recommendation of the Committee and directing the Administration to proceed with the implementation of the modification to the intersection of Alton Road and 20th Street; and WHEREAS, the Administration has negotiated the attached Amendment No. 1 to the Agreement with Urban Resource Group, in an amount not to exceed $11,850, to perform traffic analysis, permitting, and prepare construction documents for the proposed traffic modifications in the intersection of Alton Road and 20th Street; and WHEREAS, funds are available from the Public Works Department General Fund Operating Budget, Account Number 011.0815.000312. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City Clerk are authorized to execute the attached Amendment No. 1 to the Agreement with Urban Resource Group for North Bay Road and West Avenue, in an amount not to exceed $11,850, for traffic analysis, permitting, and preparation of construction documents, as required by Miami -Dade County and the Florida Department of Transportation, to implement the traffic modifications at the intersection of Alton Road and 20th Street. CONTRACT AMOUNT AND FUNDING Funding not to exceed $11,850 is available from Public Works Department General Fund Operating Budget, Account Number 011.0815.000312. BACKGROUND At a joint meeting on April 7, 1998, the Finance and Citywide Projects Committee and the Neighborhoods Committee recommended that a traffic study be conducted encompassing the area of the Venetian Causeway, Bay Drive, Lower North Bay Road and Dade Boulevard. A report of the joint meeting of the Finance and Citywide Projects Committee and the Neighborhoods Committee was accepted by the City Commission at its April 15, 1998 Commission Meeting. Following the meeting, and pursuant to RFQ 80-96/97, the Administration negotiated an agreement with Urban Resource Group (URG) in an amount not to exceed $20,950, for traffic evaluation and schematic designs for the area of Dade Boulevard, west of Alton Road to Purdy Avenue. The agreement with URG for this initial phase of the work was authorized by the City Commission on October 21, 1998. FUNDING APPROVED M1anagement and �B..i get AGENDA ITEM C 1 H DATE S -2 -99 On October 31, 1998, consensus was reached and an agreement executed between the Lower North Bay Road Homeowners Association, Sunset Islands 3 & 4 Property Owners and the Lower Alton Road Coalition, regarding traffic modifications in the area of the new Publix Supermarket. On November 18, 1998, the City Commission approved the implementation of the traffic modifications contained in this Homeowners' Consensus Agreement (the "Agreement"). At the April 14, 1999 City Commission meeting, the Commission referred to the Neighborhoods Committee, an amendment to the agreement with Urban Resource Group for North Bay Road and West Avenue, in an amount not to exceed $21,150, for traffic analysis and evaluation of traffic modifications, to implement the Agreement. At the April 21, 1999, Neighborhoods Committee meeting, comments were received from residents regarding traffic conditions in the area of 20th Street and Alton Road. The Committee determined to recommend to separate from the Homeowners' Consensus Agreement, the proposed improvements to the intersection of Alton Road and 20th Street, in order to accommodate two eastbound left -turn lanes on 20th Street onto northbound Alton Road. At the April 28, 1999 Commission meeting, Resolution No. 99-23145 was adopted accepting the recommendation of the Neighborhoods Committee and directing the Administration to proceed with the implementation of the modification to the intersection of Alton Road and 20th Street (Attachment #1). On May 12, 1999, the City Commission referred the Homeowners' Consensus Agreement to the Neighborhoods Committee for discussion. ANALYSIS The Administration has negotiated an amendment to the contract with URG for additional services required by Miami -Dade County and the Florida Department of Transportation (FDOT) to implement the traffic modifications at the intersection of Alton Road and 20th Street. The additional scope of work includes traffic analysis, permitting and preparation of construction documents for the modifications proposed for the area of Alton Road and 20th Street (Attachment #2). CONCLUSION The City Commission should approve the resolution providing for additional services necessary to obtain approval from Miami -Dade County Public Works and the FDOT to implement the traffic modifications for the intersection of Alton Road and 20th Street. Task 2 Analysis The traffic volume data described in Task I will. be used to perform the intersection capacity analysis for the study intersection using SIGNAL97 software. The analysis will analyze existing and proposed conditions for both the AM and PM peak hours. A comparative assessment will be made to determine. the impacts to level of service at the intersection. A letter report will be prepared that summarizes the findings from the analysis. This letter report will be submitted to the review agencies, along with the plans for approval, as part of the permitting task. Task 3 Survey Data/Base Map Preparation Kimley-Horn. will coordinate with and obtain a survey of the intersection. The surveyor will prepare a base map of the area for use in the development of the traffic signal plan modification. The base map will be prepared ir. CADD format at a scale of 1 inch = 20 feet. Kimley-Horn will then visit the site to visually verify the representation shown on the base map against the obseryed field conditions. The base map will include existing horizontal features in the area and will also be amended to include any known utilities that may interfere with the proposed improvements. The survey will utilize the existing curbs as the control for base mapping. Task 4 Traffic Signal Modification/Signing and Pavement Markings Kimley-Horn and Associates will develop a traffic signal pian sheet which indicates the location of the proposed improvement to the traffic signal, the proposed traffic signal phasing, and an estimate of quantities for the modification. Preliminary traffic signal timings will also be provided on the plan sheet for the revised intersection phasing. Modifications to the existing traffic signal are to include the addition of a northbound left -turn traffic signal head and necessary equipment modifications to provide for a shared left and right - turn southbound. There is currently adequate pavement width to accommodate three lanes of traffic at the intersection. In a previous study, there was proposed to be one lane westbound and two lanes eastbound. Any geometric changes that may be required as a result of the analysis outlined in the tasks above will be negotiated with the City as an additional.service. -UR B AN RES OUR CE GR 0 Ms. Mercedes Sosa, April 27, 1999, Page 6 The revised lane configuration will require revising the signing and pavement markings along 20`'' Street for one block west of Alton Road. Parking that is currently allowed along 20th Street in this area will need to be evaluated and some parking will need to be removed. Plan sheets will be prepared which show the revised pavement markings and signage. Task 5 Permitting/Coordination We will submit five (5) copies of the plan for modification of the traffic signal to Miami -Dade County Traffic Engineering Division and the Florida Department of Transportation (FDOT) for review and approval. The appropriate permit applications will be completed and submitted along with the plans. All permit fees will be paid directly by the City of Miami Beach. It is anticipated that one meeting will be attended with the City of Miami Beach, Miami -Dade County, and the FDOT regarding the signal modification. After careful consideration, we offer the following comments. Reviewing the information sent to our office and a subsequent conversation with Mr. Muhammed Hassan, Miami -Dade County Public Works, it is the Department's determination that the modifications you are requesting fall under the realm of Traffic Flow Modifications and should be treated as such. In order to properly evaluate the impacts to surrounding areas, a comprehensive study approach, using the Miami Dade County Traffic Modification/Street Closure procedure will be necessary. Any advantages and/or disadvantages derived from the proposed improvements should be included in order to properly evaluate the modifications. This process should be coordinated with Miami Dade County with input from the Department. It appears that the City has already contacted Miami Dade County to address these issues, as such, the Department looks forward to offering input throughout the process.
