''The district, which is the first to focus on the 1950s architecture called Miami Modern, or MiMo, was passed on second reading in a 6-1 vote. "This district establishes a new benchmark for historic preservation in America, as we are learning to value the significance of the recent past, " said William Cary, design and preservation director for the city's Planning Department. "It really sets Miami Beach on the cutting edge of protecting a whole new architectural era. " The district stretches from 60th to 72nd streets, mostly along the east side of Collins Avenue. It encompasses some of the grandest examples of Miami's post-World War II resort architecture, among them the Radisson Deauville and the Casablanca. Commissioner Luis Garcia was the only one to vote against the designation. "I believe owners should have rights to develop with some flexibility, and the Historic Preservation Board hasn't been very flexible in the past few years, " he said. "This [district] is going to throw a blanket over North Beach. " Garcia proposed an amendment to the district ordinance that would require all expansion of the historic district to go to a referendum, but no other Commissioner seconded the motion.
