has some alarmed

Thomas Kramer owns more
land on Star Island than anyone
else. More than Rony Seikaly.
More than Gloria Estefan. More
than Vanilla Ice.
It's not enough.
He wants to build a house big-
ger than anyone else's, too.
The mosque-like spread would
boast 25 times as much floor
space as the typical 3-bed-
room/2-bath home now being
built in subdivisions. It would
have two swimming pools, two
libraries, 11 bedrooms, a gallery,
a billiard roorrr,-a-sauna, a steam
room, an exercise room, a wine
cellar, a media room, a sitting
room, two living rooms, his-
and-her walk-in safes and an
office. The master bedroom suite
would have his-and-her dressing
rooms and bathrooms.
Problem is, the dwelling he has
proposed is too big. According to
city codes, the plan filed with
Miami Beach has five domes that
exceed the 33-foot height limit in
the neighborhood. The peak of
the largest dome stands as tall as
- a typical five-story building.
Moreover, the structure would
extend five feet too far into the
