'i 2 (NIKKI BEACH) RENOVATION PROJECT - TEMPORARY REPLACEMENT PARKI G LETTER TO COMMISSION This Letter to Commission (LTC) serves to provide update regarding temporary expanded parking opportunities during the renovation project underway at the subject parking lot. an The Office of Capital Improvement Projects (CIP) has commenced a renovation project at Municipal Parking Lot No. P2, located at South Pointe Drive and Ocean Drive. The project includes: drainage; paving, striping, lighting, landscaping, and more efficient traffic circulation. Please note Nikki Beach (formerly known as Penrod's) has a parking agreement for 88 parking spaces for their parking needs. Therefore, the project is being completed in phases in order to uphold our contractual obligations to Nikki Beach as well as provide parking opportunities, albeit for Nikki Beach customers. Please also note the project construction phase began during off-peak season to lessen the impact to the neighborhood. Despite these efforts, parking availability remains a challenge and is impacting businesses, visitors, and residents alike. I know a number of them have shared those concerns with most of you and we received a variety of helpful suggestions from them, including the ones outlined below that have been implemented: • Informational signage identifying other municipal parking facilities in the immediate area. • Reduced maximum time limit at a limited number of metered spaces on South Pointe Drive to increase parking space turnover. • Temporary replacement parking will be available at the "Joe's" Stone Crab surface parking lot (west side of the lot), located at 845 Commerce Street. Joe's was receptive to allowing the City to lease a portion of their parking lot (69 parking spaces) between the hours of 8:00 AM and 8:00 PM, seven days a week. The City will operate Joe's parking lot in similar fashion to other municipal parking lots in the area. The monthly rental fee is $16,000, for up to three (3) months from the effective date, but not beyond October 5, 2018. The City shall assess parking fees to offset these costs. The Joe's lot will be temporarily metered (pay station) with an hourly rate of $2.00, coins, bills, credit cards, and Parkmobile will all be acceptable forms of payment and violators are subject to enforcement fines. Please note we will make every effort to notify ALL users that their parking session terminates at 8:00 PM, at which time they must vacate the parking lot as overnight parking is not allowed. After 8:OOpm, an existing agreement between Joe's and Tremont Towing, to tow cars remaining in the lot, will be in effect. Vehicles in violation are subject to being towed by Tremont Towing. We will be monitoring utilization in the lot particularly toward the end of business each day to hopefully prevent any user from exceeding the 8:00 PM deadline for vehicle removal. We anticipate that the temporary provision of these additional 69 parking spaces in the area, for daytime use, will have a cascading effect in the neighborhood and alleviate parking demand in the general vicinity. I want to extend my appreciation to Joe's Stone Crab for being good corporate citizens and agreeing to allow the City to provide this temporary parking arrangement on their parking lot.
