Attached please find the August 28, 2018 City of Miami Beach Special Election Voter’s Guide.
The purpose of this Voter’s Guide is to provide objective and impartial explanations of ballot
questions, so that City voters may, in casting their votes, be more informed with the City issues
presented to them at the polls.
The Voter’s Guide was prepared by the Office of the City Attorney and has been edited by the
City Clerk to ensure objective and impartial explanations of the ballot questions.
The Voter’s Guide will be published in both English and Spanish, mailed to voter households, and
posted on the City’s Elections webpage.

During the August 28, 2018 Primary Election, the City of Miami Beach will be
conducting a Special Election for the purpose of submitting two ballot questions
to the City’s voters. The City’s ballot questions, as set forth herein and followed
by a brief explanation, will appear on the August 28, 2018 ballot, following any
Federal, State, or County issues.
The purpose of this Voter’s Guide is to provide objective, impartial, and fact-
based explanations of the City’s ballot questions, so that City voters may, in
casting their votes, be more informed with respect to the City issues presented
to them at the polls. The explanations are intended to provide general
information, and members of the public seeking further information may contact
the Office of the City Clerk at 305.673.7411 or visit the City Clerk’s website at

finding your precinct, and how to obtain a customized sample ballot may be

Amending Composition of the Board of Adjustment
Section 2 of City’s Related Special Acts establishes the Board of Adjustment
(“BOA”) with seven members, each representing one of the following
professions: Law, architecture, engineering, real estate development,
certified public accounting, financial consultation, and general business.
Shall Section 2 be amended to provide that two of the BOA members
shall be “citizens at-large” (no specific profession), and the remaining five
members shall each represent one of the above professions?
Explanation of Ballot Question 1
Section 2 of the City’s Related Special Acts currently provides that the
Board of Adjustment shall consist of seven (7) members, each of whom
shall represent one of seven (7) listed professions: law, architecture,
engineering, real estate development, certified public accounting, financial
consultation, and general business.
If the voters approve this ballot measure, the Special Acts will be changed
to provide that two (2) of the members of the Board of Adjustment shall
be “citizens at-large,” who will not be required to represent any particular
profession. The remaining five (5) members shall each represent one (1) of
the above listed professions. The designation of two (2) “citizen at-large”
members will allow the City Commission greater flexibility to appoint
individuals to serve as members on the City’s Board of Adjustment.

Amend City Charter to Increase the Annual Compensation of the
Mayor and City Commissioners
Shall City Charter Section 2.02 be amended to change the annual compen-
sation established in 1966, which has not been raised in 52 years, for the
Mayor from $10,000 to $75,636, and for City Commissioners from $6,000
to $45,381; and also to authorize the City Commission, at a noticed public
hearing, to allow an annual compensation increase based upon the Consumer
Price Index, issued by U.S. Department of Labor, not to exceed three percent
per year?
Explanation of Ballot Question 2
Section 2.02 of the City Charter currently provides that the annual compensation
(or annual salary) for a City Commissioner is $6,000 and the annual
compensation (or annual salary) for the Mayor is $10,000. Section 2.02 of the
Charter also provides that any increase in the annual salary for the Mayor or
for the City Commissioners requires the approval of a majority of the electorate
voting in a City election. The current annual salaries for the Mayor and City
Commissioners were established in 1966, and have not been increased in
52 years.
If the voters approve this ballot question, the new annual salary for a City
Commissioner would be $45,381, and the new annual salary for the Mayor
would be $75,636. These new salaries would reflect a cost of living increase
annually from 1966 to the present day using the Consumer Price Index issued
by the U.S. Department of Labor.
In addition, passage of this ballot question would allow the City Commission to
approve, following an advertised public hearing, future annual salary increases
for the Offices of Commissioner and Mayor based upon the U.S. Department of
Labor’s Consumer Price Index (CPI). However, any such CPI increases that the
City Commission may approve could not exceed three percent (3%) per year.
Any other increase in salary for the Offices of Commissioner or Mayor would
require approval of a majority of the electorate voting in a City election.
