Resolution 7692 RESOLUTION NO. 7692
PROVIDING FOR THE ELECTION OF THREE
REGULAR EMPLOYEES OF THE CITY OF MIAMI
BEACH AS NON-VOTING MEMBERS OF THE
PERSONNEL BOARD.
WHEREAS, pursuant to the provisions of Section 4 of Chapter
18696, Laws of Florida, Acts of 1937, as amended in 1951, a list of
all probationary and regular employees of the City of Miami Beach
has been prepared, under the direction of the Personnel Board, said
list being separated into three groups entitled as follows:
GROUP 1. Employees of Police Department, Fire Department
and Life Guard Department.
GROUP 2. Employees ir. Clerical and Executive positions .
GROUP 3. All other employees.
AND WHEREAS , pursuant to the legislative provisions above referred
to, one non-voting member of the Personnel Board is to be elected from
the employees of regular status in each of the three foregoing groups,
by the employees of probationary and regular status in the respective
groups, and
WHEREAS, said legislative provisions prescribe that the terms of
said non-voting board members shall commence on August 1st, 1951 and
that the term of the member representing Group 1 shall be for three
years; the term of the member representing Group 2 shall be for two
years and the term of the member representing Group 3 shall be for one
year,
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Miami Beach, Florida, that a Primary and an Election are hereby called
for the purpose of electing a non-voting member of the Personnel Board
from each of the three above-named groups, said Primary to be held
between the hours of 7:00 A. M. and 7:00 P. M. on Tuesday, July 24th,
1951, and said Election to be held between the hours of 7:00 A. M. and
7:00 P. M. on Tuesday, July 31st, 1951.
SECTION 1: That the City Clerk be and he is hereby instructed to notify
the members of each of the three above-named groups of the
said Primary and Election, by posting notices stating the time, place
and purpose of same, in a conspicuous place in each and every department
of the City.
SECTION 2: That for the purpose of holding and conducting said Primary
and Election, the City Clerk is hereby authorized to appoint
employees to serve as Inspectors , three (3) in each group.
SECTION 3: That the City Clerk be and he is hereby appointed as
Supervisor of said Primary and Election, and is hereby
further instructed to provide ballots and all necessary paraphernalia
to the Inspectors, to enable them to properly hold and conduct said
Primary and Election; and
SECTION 4: That the three employees receiving the highest number of
votes cast at the Primary on July 24th in each of the three
respective groups, shall be the only candidates for Board Members to be
voted on at the Election to be held on July 31st, provided, however,
that should any employee receive a majority of the votes cast at the
Primary, in any of the three respective groups, he shall be declared
elected a member of the Personnel Board and the Election in said respective
group, as herein planned, shall be omitted.

SECTION 5: That immediately after the polls are closed in the Primary
and in the Election herein called, the Inspectors shall
proceed to open the ballot box and count the ballots cast, tabulating
the result, and upon completion of said count they shall promptly certify
the result of said Primary or Election, as the case may be, to the City
Clerk in duplicate on forms to be supplied them by the said City Clerk;
and
SECTION 6: That the City Clerk be and he is hereby instructed to present
to the City Council, at their first meeting following the
holding of said Election, the Certificates of said Inspectors as to the
result of said Election, whereupon this Body shall canvass said certificates
and declare the result.
