Resolution 7867 RESOLUTION NO . 7867 WHEREAS, Carver Village and certain synagogues in the Miami area have been the subject of dynamite bombings , and WHEREAS, in face of the investigation by our local law enforcement agencies, these bombings have been repeated, and WHEREAS, our local law enforcement agencies have demon- strated an inability to find, apprehend, and prosecute the perpetrators of these heinous crimes, and WHEREAS, these crimes are vicious, inhuman, and un-American; NOW, THEREFORE, BE IT HEREBY RESOLVED by the City Council of the City of Miami Beach, Florida, that it hereby severely and strongly condemns the perpetrators of these crimes and their actions as vicious, inhuman and un-American; and BE IT FURTHER HEREBY RESOLVED that the Governor of the State of Florida, the members of the County Commission of Dade County, Florida, the City Commission of the City of Miami and all local law enforcement agencies call upon and urge the inter- vention into the investigation of these matters by the Federal Bureau of Investigation toward the end that the criminals in- volved be apprehended and prosecuted; and BE IT FURTHER HEREBY RESOLVED that the officials of the City of Miami Beach, Florida, be and they hereby offer facilities of their Police Department and such other aid as may be necessary and required in order to apprehend the perpetrators of these crimes; and BE IT FURTHER HEREBY RESOLVED that recommendations be made to all municipalities in this area as well as to our State Legislature that legislation be enacted making it unlawful to store , have possession of, sell or otherwise handle or deal in explosives without a written permit from local, designated authority; and that further recommendations be made that such legislation include provisions that upon occasion of sale of such explosives, first, that a written permit from proper, designated local authorities be first obtained by the purchaser, and, second, that the seller be required to keep a written record, signed by the purchaser, of the name and address of the purchaser, the date of purchase , and the description of the explosives sold, that such legislation further provide that information concerning such sales be delivered at regular, frequent intervals to the local police department in the muni- cipality in which the sale is effected and to the sheriff of Dade County, Florida; BE IT FURTHER HEREBY RESOLVED that copies of this Resolution be sent to the President of the United States; the Attorney General of the United States , the Governor of the State of Florida, the Board of County Commissioners of Dade County, - 1 - Florida, the City Commission of the City of Miami, Florida, all local law enforcement agencies , and to the governing bodies of all municipalities in Dade County, Florida.
