Resolution 2018-30419RESOLUTION 2018 -30419 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, DIRECTING THE CITY ADMINISTRATION TO PLACE A REFERRAL ITEM TO THE SUSTAINABILITY AND RESILIENCY COMMITTEE (SRC), ON THE NEXT CITY COMMISSION MEETING AGENDA FOLLOWING THE RECEIPT OF RESULTS FROM THE RESILIENCY ACCELERATOR, TO ENABLE SUCH RESULTS TO BE TIMELY REVIEWED AND CONSIDERED BY THE SRC; AND, FURTHER, DIRECTING THE CITY ADMINISTRATION TO PROVIDE THE PUBLIC NOTICE AND THE ANALYSIS OF RESILIENCY ACCELERATOR RESULTS AS SET FORTH HEREIN. WHEREAS, the Resiliency Accelerator is a partnership between 100 Resilient Cities and the Center for Resilient Cities and Landscapes at the Columbia University Graduate School of Architecture, Planning and Preservation, and is funded by a $3.7 million grant from The Rockefeller Foundation; and WHEREAS, through its membership in the 100 Resilient Cities and the Center for Resilient Cities Network, the City of Miami Beach has been chosen to participate as one of four South Florida Projects that will be the subject of immersive workshops that will connect multi - disciplinary expertise to advance strategies for resilient community planning and design; and WHEREAS, the West Avenue Neighborhood Improvement Project (West Avenue Project) concerns the elevation of roadways in and around the West Avenue neighborhood, which is one of the lowest lying areas in the City, and, thus, is particularly susceptible to regular flooding; and WHEREAS, the West Avenue Project will be the focus of a Resiliency Acceleration workshop, which will be a multi -day, design driven process that will connect a global network of creative thinkers, designers, and technical experts to improve, accelerate, and implement resiliency projects and build consensus on design opportunities to help the City better adapt to climate change; and WHEREAS, the Resiliency Accelerator workshop will be held in the City in August 2018 and will also focus on stakeholder engagement and the benefits and costs of enhanced resiliency outcomes; and WHEREAS, in order to facilitate follow- through on the results and conclusions of the Resiliency Accelerator workshop, the City Administration should promptly refer the results and analysis of the workshop to the SRC, by placing a referral item on the agenda of the City Commission meeting immediately following the receipt of such results, so that the SRC may timely review and consider such results; and WHEREAS, notice of the SRC meeting should be provided to the West Avenue stakeholders, and the Resiliency Accelerator results discussion should incorporate a review of the proposed project approach and include an analysis of: project objectives and scope, success measures, critical design elements (e.g., blue and green infrastructure, sea walls, back -up power, aesthetics, potential turning lanes, and traffic plans), street elevation options and associated costs, property owner responsibilities and impacts, project milestones (e.g., critical decision timelines), project governance (e.g., how decisions will be made), community engagement, quality assurance, budget considerations, and tracking mechanisms; and WHEREAS, review of the Resiliency Accelerator's results and conclusions by the SRC will provide an opportunity for City Commissioners and the public to engage in detailed discussions and to thoroughly vet the proposed recommendations at the Committee level prior to consideration by the full Commission. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby direct the City Administration to place a referral item to the Sustainability and Resiliency Committee, on the next City Commission meeting agenda following the receipt of results from the Resiliency Accelerator, to enable such results to be timely reviewed and considered by the SRC; and, further, hereby direct the City Administration to provide the public notice and the analysis of Resiliency Accelerator results as more fully set forth herein.
