RECOMMENDATION OF THE NEIGHBORHOOD /COMMUNITY
AFFAIRS COMMITTEE AT ITS OCTOBER 21, 2016 MEETING
REGARDING THE PLACEMENT OF A PLAQUE, AT THE CITY'S
COST, ON THE FACADE OF THE BUILDING LOCATED AT 1058
COLLINS AVENUE, THE LOCATION OF THE ORIGINAL DAVID'S
CAFE, COMMEMORATING THE CONTRIBUTIONS OF THE LATE
ALFREDO GONZALEZ, SR.; AND, PURSUANT TO SECTION 82 -504
OF THE CITY CODE, SETTING A PUBLIC HEARING FOR
SEPTEMBER 12, 2018 TO CONSIDER THE PLACEMENT OF THE
PLAQUE AT 1058 COLLINS AVENUE; AND, SHOULD THE
PROPERTY OWNER NO LONGER BE ABLE TO HOUSE THE
PLAQUE ON THE BUILDING, TO PLACE THE PLAQUE ON THE
CITY -OWNED RIGHT OF WAY WITHIN PROXIMITY TO THE
BUILDING; AND, FURTHER, DIRECTING THE CITY CLERK TO
PUBLISH THE APPROPRIATE PUBLIC NOTICE.
WHEREAS, on September 12, 2016, the Miami Beach Hispanic Affairs Committee made a
motion urging the City Commission to place a historic marker on Collins Avenue and 11th Street to
honor the memory of Alfredo Gonzalez, Sr., the longtime owner of David's Cafe; and
WHEREAS, Alfredo Gonzalez, Sr., a Cuban exile who achieved the American Dream in
Miami Beach, made significant charitable and civic contributions to the local community; and
WHEREAS, pursuant to the recommendation of the Hispanic Affairs Committee, and the
referral of Vice -Mayor Joy Malakoff, the City Commission voted on October 19, 2016, to refer the
placement of a memorial or marker to the Neighborhood /Community Affairs Committee (NCAC);
and
WHEREAS, at its October 21, 2016 meeting, the NCAC recommended in favor of the
placement of a plaque, at the City's expense, in honor of Mr. Gonzalez on the building located at
1058 Collins Avenue, which was the original site of Mr. Gonzalez's restaurant, David's Cafe; and,
also, recommended the placement of a marker at another location on the public right of way within
proximity to the original site should the property owner no longer be able to house the plaque; and
WHEREAS, the property owner of 1058 Collins Avenue has expressed his concurrence
with placing the memorial plaque on the facade of his property, subject to his prior approval of the
plaque and where it will be placed on the building; and
WHEREAS, in a memo dated July 3, 2018, the Hispanic Affairs Committee encouraged
the City Commission to adopt a resolution to effectuate the placement of the plaque to coincide
with Hispanic Heritage Month, which is September 15 through October 15, 2018, and to also
consider a relocation of the plaque on a city -owned right -of -way within proximity of the original site
should the property owner no longer agree to house the plaque; and
WHEREAS, pursuant to Section 82 -504 of the City Code concerning monuments and
memorials, the City Commission may only consider a proposal to establish a monument or
memorial that has been recommended for approval by the NCAC, and the City Commission shall
hold a public hearing prior to final approval of the commemorative plaque; and
WHEREAS, the proposal for the commemorative plaque must be transmitted to the City
Commission with an accompanying written analysis prepared by the City Administration; and
WHEREAS, at the close of the City Commission's public hearing, the approval of the
proposal requires a 5 /7ths vote and, unless expressly provided otherwise in the City Commission
resolution approving the commemorative plaque, Section 82- 504(a)(8) of the City Code provides
that the approval shall establish the presumption that the City shall assume the costs associated
with the ongoing maintenance of the approved plaque; and
WHEREAS, Exhibit A presents the proposed 18 "x36" plaque design, which will cost an
estimated $3,500.00 for design, production, installation, and on -going maintenance; and
WHEREAS, the Parks and Recreation Department budget will be funding the costs
associated with the design, production, and installation of the proposed plaque and the nominal
future maintenance costs of the plaque will be covered by the City, and
WHEREAS, in the event that the property owner of 1058 Collins Avenue is no longer
able to house the plaque on the building, then, the plaque shall be relocated to the city -owned
right of way within proximity to the site.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission
hereby accept the recommendation of the Neighborhood /Community Affairs Committee at its
October 21, 2016 meeting regarding the placement of a memorial plaque at the original site of
David's Cafe, located at 1058 Collins Avenue, commemorating the late Alfredo Gonzalez, Sr.,
longtime business owner and charitable contributor in Miami Beach; further, hereby set a public
hearing for September 12, 2018 to consider the placement of the plaque at 1058 Collins Avenue,
and should the property owner no longer be able to house the plaque on the building, to place the
plaque on the city -owned right of way within proximity to the building and, further, direct the City
Clerk to publish the appropriate public notice.

RECOMMENDATION
Accept the Neighborhood /Community Affairs Committee recommendation for placement of a plaque
commemorating the contributions of the late Alfredo Gonzalez, Sr.
BACKGROUND
On September 12, 2016, the Miami Beach Hispanic Affairs Committee made a motion urging the City
Commission to place a historic marker on Collins Avenue and 11th Street to honor the memory of
Alfredo Gonzalez, Sr. (Item 4 in Attachment A). Mr. Gonzalez, a Cuban exile who achieved the
American Dream in Miami Beach, made significant charitable and civic contributions to the local
community.
Pursuant to the recommendation from the Hispanic Affairs Committee, on October 19, 2016, the City
Commission voted to refer the item to the Neighborhood /Community Affairs Committee (NCAC). At
its October 19, 2016 meeting, the NCAC directed City staff to contact the current owner of the
property which housed the original site of Mr. Gonzalez's restaurant, David's Cafe, to consider
placement of a plaque on this building, at the City's expense. The Committee also directed staff to
explore placing a marker on 11th Street as an alternative.
Since NCAC's direction, City Transportation Department staff contacted the property owner, Mr.
Isaac Klein, to obtain approval, and he expressed his concurrence in placing the memorial plaque on
the facade of his property located at 1058 Collins Avenue, with the condition that he be allowed to
see what it looks like and where it will be placed before it is installed (Attachment B). As depicted in

Attachment C, the plaque will likely be installed on one of the two columns that straddle the front
window of the building.
In a recent memo dated July 3, 2018 from the Hispanic Affairs Committee (Attachment D), the
Committee encourages the City Commission to adopt a resolution to effectuate the placement of the
plaque to coincide with Hispanic Heritage Month and to also adopt language in the same resolution
for placing the plaque on the city -owned right -of -way within the proximity of the original site should the
property owner no longer be able to house the plaque. The language to be considered for placement
on the plaque has also been received from Mr. Gonzalez's family and is included in the July 3rd
memo from the Hispanic Affairs Committtee.
ANALYSIS
Pursuant to Section 82 -504 of the City Code concerning monuments and memorials, the City
Commission is required to hold a public hearing prior to final approval of the commemorative plaque;
and the proposal for the commemorative plaque must be transmitted to the City Commission with an
accompanying written analysis prepared by the City Administration. At the close of the City
Commission public hearing, the approval of the proposal requires a 5 /7ths vote and, unless expressly
provided otherwise in the City Commission resolution approving the commemorative plaque, the
approval shall establish the presumption that the City shall assume the costs associated with the
ongoing maintenance of the approved plaque.
The size of the proposed plaque would be approximately 18" x 36" (see Attachment E) and the
estimated cost would be $3,500 - $4,000 (artwork + fabrication).
FINANCIAL INFORMATION
The Parks and Recreation Department will fund the costs associated with the design, production,
and installation of the proposed plaque (estimated at $3,500 - $4,000). The nominal future
maintenance costs of the plaque will be covered by the City.

1. A motion of the Hispanic Affairs Committee inquiring from the City on the
diversity /sensitivity training requirements in place for security guard services and other
City- contracted services that are in contact with the public.
Motion made by Alex Fernandez', and seconded by Herb Sosa.
Adopted 6 -0 by voice vote.
2. A motion of the Hispanic Affairs Committee urging the City Commission and
Administration to adopt a policy requiring diversity /sensitivity trainings for certain City -
contracted services, specifically contracted security guards, equivalent to the
diversity /sensitivity trainings undertaken by the Police department should the requested
requirement for diversity /sensitivity training currently not exist.
Motion made by Alex Fernandez', and seconded by Herb Sosa.
Adopted 6 -0 by voice vote.
3. Recognizing the modern -day challenges of law enforcement, today more than ever, the
Hispanic Affairs Committee commends the public service of the honorable brave men and
women of the Miami Beach Police Department who place the lives of others ahead of their
own while protecting our community.

Adopted 5 -2 by voice vote.
On September 12, 2016, the Hispanic Affairs Committee adopted the following motions:
4. A motion of the Hispanic Affairs Committee urging the City Commission to place a historic
marker on Collins and 11th Street to honor the memory of Alfredo Gonzalez Sr.. The
historic marker should tell the story of Mr. Gonzalez who exiled to the United States from
Cuba with nothing, achieved the American dream in Miami Beach, and made significant
contributions to the community. By highlighting Mr. Gonzalez's story, the City would
memorialize the history of a generation of Hispanics who established themselves in Miami
Beach.

Commissioner Grieco said he recommends reaching out to the new property own at the old 5 Street gym
because there is a plaque there and at the city's expense to allow the plaque to remain on their property. If it is
done on 11 Street on the right of way we can probably just put something up with a biography.

Commissioner Rosen Gonzalez said if the people on 11 Street don't want to do it, maybe they can do it at the

Memorial Plaque
As you will recall, in 2016, the Miami Beach Hispanic Affairs Committee recommended the placement of
a plaque in memory of the late Alfredo Gonzalez, Sr, :highlighting his story as an example of the
challenges endured and the values held by the Hispanic community,
The recommendation from the Hispanic Affairs Committee was sponsored by Commissioner Joy
Malakoff, On October 19, 2016, the City Commission voted favorably to refer the item to the
Neighborhood/Community Affairs Committee. Subsequently, the Neighborhood Committee directed City
staff to contact the current owner of the property at 1058 Collins Avenue (the "Site") which housed Mr.
Gonzalez' business to consider placement of the plaque at the City's expense.
Since the last action taken at the Neighborhood/Community .Affairs Committee, it is my understanding
that the property-owner has informed city staff of his interest in placing th.e plaque at the Site.
Furthermore, the Hispanic Affairs Committee has delegated me with the authority to coordinate with your
staff, the City Commission, and others necessary to effectuate the placement of the plaque. Accordingly,
in consultation with Mr. Gonzalez's family, the language on page 2 of this memorandum is presented for
the City's consideration for placement on the plaque.
By means of this memorandum, the City Commission is respectfully encouraged to adopt a resolution
directing staff to take all remaining necessary actions to effectuate the placement of the plaque to coincide
with Hispanic Heritage Month. in the event the current or a future property owner the plaque is no longer
able to house the plaque at the Site, the City Commission should consider language, as part of the
resolution, for the replacement of the plaque to a portion of city-owned right of way within the proximity
of the Site.
At this time, the Hispanic Affairs Committee will greatly appreciate the continued collaboration of the
City Commission and that of your staff in advancing this project. We remain available to assist the City
Commission and you staff with the steps necessary to finalize placement of the plaque to honor such a
beloved leader and missed member of our Hispanic community.

(1935-2016)
Since the onset, Hispanics have contributed. to the rich cultural fabric that make Miami Beach a great
community and destination, It was in this tropical paradise that Alfredo Gonzalez, Sr. set roots in the city
of Miami Beach opening and operating a family run Cuban restaurant which became a staple for locals
and popular amongst, tourist. This was the beginning of the success story of this family man, business-
owner, and caring citizen that exemplifies the experiences of the Hispanics who have made Miami Beach
their home.
In the 1961, Alfredo exiled to the United States from Cuba, similar to his father before him, who
emigrated from Spain to Cuba a half century earlier,
With a great desire to be part of the American Dream, Alfredo assimilated to American culture, learned a
new language, and worked several jobs to provide for his wife Maria, his mother-in-la.w, and three sons,
Alfredo, Alejandro & Adrian. With modest savings and with the support of his family, Alfredo realized
his dream in Miami Beach of serving the cuisine of his native Cuba, with his first Cuban restaurant, Three
Boys Luncheonette, located in North Beach. A couple of years later, the dream continued with David's
Cafe which Alfredo operated. for over 37 years in Collins .Averme, in the heart of South Beach. With
much dedication, Alfredo expanded his business presence to Washington Avenue and almost 20 years at
David's Cafe LI on Lincoln Road.
In keeping with the values inherited from his family, Alfredo's business success afforded him the
opportunity to give back to the community and actively supported all three Catholic Churches in the
Miami Beach. Alfredo became known as a. champion of Miami Beach's aging elderly population seeking
opportunities to improve their quality of life, Through their example of entrepreneurship, faith, and
service, Alfredo and Maria instilled in their children and to the community around them the importance of
charity.
The challenges and heartache.endured by Alfredo while escaping the political chaos in Cuba allowed him
to appreciate responsible civic participation, Indeed, Alfredo developed a passion for Miami Beach's
polities, diversity, natural beauty, and historic character and endeavored to restore several historic
properties, including the buildings located at 1058 Collins Avenue, a 1926 gas station, and a bungalow
built by Carl Fisher in 1914,
In appreciation for the contributions and legacy of this great citizen be it resolved that the City of Miami
Beach Mayor and Commission, by recommendation of the Hispanic Affairs Committee, dedicate this
marker in honor of Alfredo Gonzalez, Sr.
