A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE
RECOMMENDATION OF THE NEIGHBORHOOD /COMMUNITY
AFFAIRS COMMITTEE, AND APPROVING THE DESIGN AND
CONSTRUCTION OF THE TWO NEIGHBORHOOD IDENTIFICATION
SIGNS, TO BE LOCATED IN THE SOUTH OF FIFTH
NEIGHBORHOOD AT THE INTERSECTIONS OF ALTON ROAD AND
FIFTH STREET, AND AT WASHINGTON AVENUE AND FIFTH
STREET.
WHEREAS, the South of Fifth Neighborhood Association (SOFNA) has
identified the desire for monument signs in their neighborhood. The proposed locations
for the signs are 5th Street and Alton Road and 5th Street and Washington Avenue; and
WHEREAS, SOFNA requested that the Office of Capital Improvement Projects
(CIP) assist them to develop signage that would reflect the needs of the neighborhood,
which include existing architecture and the identity and characteristics of the area; and
WHEREAS, on January 24, 2018, the Neighborhood /Community Affairs
Committee (NCAC) heard SOFNA's request, and moved the item with a favorable
recommendation of the concept, and requested that CIP work with the Neighborhood
Association to come up with tasteful signs that reflect the architecture of the
neighborhood; and
WHEREAS, on February 14, 2018, the City Commission accepted the
recommendation of the NCAC and authorized the Administration to develop the design
for the proposed signage, with the final design subject to review and approval of the
NCAC; and
WHEREAS, on April 30, 2018, a service order was approved for Keith and
Schnars, P.A. to provide consultant services, under the agreement between the City of
Miami Beach and consultant for: Professional Architectural and Engineering services in
specialized categories, on an "as- needed basis ", (RFQ 2014 - 346 -YG), to design the
identification signs; and
WHEREAS, the consultant prepared three (3) concepts, with two (2) options
each, for the signs plans depicting the future locations of the signs; and
WHEREAS, on June 11, 2018, CIP staff met with Marie Peter and Ron
Stackman, representatives from SOFNA, and presented the concepts and options for
the signs; and
WHEREAS, on June 13, 2018, SOFNA met to evaluate the concepts, and
selected Option 1B, but requested that the aluminum panel be eliminated from the
design; and
WHEREAS, on June 20, 2018, CIP presented the three (3) concepts, with the
options, at the NCAC meeting and the NCAC recommended to accept Option 1 B, with
the following conditions: (a) that the lettering on the signs be stainless steel, and (b) the
sign be backlit.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City
Commission hereby accept the recommendation of the Neighborhood /Community Affairs
Committee, and approve the design and construction of the two (2) neighborhood
identification signs, to be located in the South of Fifth Neighborhood at the intersections
of Alton Road and Fifth Street, and at Washington Avenue and Fifth Street.

RECOMMENDATION
The Administration recommends adopting the Resolution.
ANALYSIS
The South of Fifth Neighborhood Association (SOFNA) has identified the desire for monument signs
in their neighborhood. The proposed locations for the signs are 5th Street and Alton Road and 5th
Street and Washington Avenue. SOFNA requested that the Office of Capital Improvement Projects
(CIP) assist them to develop signage that would reflect the needs of the neighborhood, which include
existing architecture and the identity and characteristics of the area.
On January 24, 2018, the Neighborhood and Community Affairs Committee (NCAC) heard SOFNAs
request, and moved the item with a favorable recommendation of the concept, and requested that

On February 14, 2018, the City Commission accepted the recommendation of the NCAC and
authorized the Administration to develop the design for the proposed signage, with the final design
subject to review and approval of the NCAC.
On April 30, 2018, a service order was approved for Keith and Schnars, P.A. to provide consultant
services, under the agreement between the City of Miami Beach and consultant for: Professional

The consultant prepared three concepts, with two options each, for the signs (Attachment A):
Concept 1 depicts two signs constructed with limestone.
Option 1A has a glass panel with integrated LED up lighting.

Option 1B has an aluminum cut -out pattern panel wrapping the limestone, with backlit raised lettering.
Concept 2 depicts two signs constructed with 2 "x2" metal posts and freestanding lettering floating on
a shelf, with integrated up lighting.
Option 2A the metal posts extend above the floating letters.
Option 2B has the letters floating on top of the posts.
Concept 3 depicts two sign, each created by three vertical columns.
Option 3A has the columns constructed with concrete, and finished with a decorative tile finish, with
backlit lettering.
Option 3B depicts a freestanding, column sign cabinet with integrated internal lighting.
The consultant also presented plans depicting the future locations of the signs (Attachment B).
The three concepts were presented to the Planning Department. They indicated preference for the
two options depicted in Concept 1.
On June 11, 2018, CIP staff met with Marie Peter and Ron Starkman, representatives from SOFNA
and presented the concepts and options for the signs. On June 13, 2018, SOFNA met to evaluate
the concepts, and selected Option 1B, but requested that the aluminum panel be eliminated from the
design (Attachment C).
On June 20, 2018, CIP presented the three concepts with the options, at the NCAC meeting, and
identified the option selected by SOFNA. NCAC unanimously voted to accept Option 1B with the
conditions that the aluminum panel would be eliminated, the lettering on the signs shall be stainless
steel, and the sign shall be backlit.
CONCLUSION
The Administration recommends adopting the Resolution.
