Morales, City Manager DATE: August14,2018 SUBJECT: UPDATE ON REQUEST FOR QUALIFICATIONS (RFQ) NO. 2018-312-KB MASTER DESIGN CONSULTANT FOR INTEGRATED WATER MANAGEMENT The purpose of this LTC is to update the Mayor and City Commission on RFQ 2018-312-KB for a master design consultant for integrated water management, which seeks proposals from parties interested in providing sea level rise and stormwater mitigation strategies to the City. The RFQ was issued on July 27, 2018 following approval of the City Commission. On July 25, 2018, in considering the issuance of the RFQ, the City Commission instructed the Administration to ensure international multidisciplinary teams are notified of the RFQ. The Administration reached out to over 900 firms, as well as members of the Urban Land Institute (ULI) and 1 00 Resilient Cities. The City Commission also expressed its desire that the award of the RFQ be expedited. As a result, the Administration originally scheduled the proposals to be due on August 27, 2018, which equates to 30 days following the release of the RFQ, and had tentatively scheduled the City Commission's consideration of the award for September 26, 2018. However, it has come to the Administration's attention that several firms have expressed a concern with the expedited timeline and, as a result, may be deterred from responding. After consideration, it seems reasonable that international, multi-disciplinary firms will need more than 30 days to assemble their teams and prepare responses. Therefore, in an effort to attract the top talent possible, the Administration is recommending extending the allotted time for preparation of responses to the RFQ from 30 to 60 days. Given the extended time for responses, it is estimated that the award recommendation can now be presented to the City Commission at the November 14, 2018 meeting, as there is no second City Commission meeting currently scheduled in the month of October.
