BE IT RESOLVED by the City Council of the City of Miami
Beach, Florida, that it is deemed to be to the best interest of
said City to secure the passage, at the 1953 session of the State
Legislature, of a bill entitled:
'IAN ACT AUTHORIZIIIG AND EMPOUE.ERING THE CITY
COUNCIL OF THE CITY OF MIAMI BEACH, BY
ORDINANCE, TO MAKE IT UNLAIIFUL TO PUBLISH,
CIRCULATE OR CAUSE TO BE PUBLISHED OR CIR-
CULATED DURING THE EIGHTEEN (18) DAYS PRE-
CEDING ANY MUNICIPAL ELECTION IN THE CITY OF
MIAMI BEACH ANY CHARGE OR ATTACK UPON ANY
CAi'rDIDATE UNLESS A COPY OF SUCH CHARGE OR
ATTACK HAS BEEN PERSONALLY S+�RVr' UPON SUCH
CANDIDATE AT LEAST EIGHTEEN (18) DAYS PRIOR
TO SUCH ELECTION; EXCLUDING DEFENSIVE MATTER
OR MATTERS OF PUBLIC RECORD FROM THE OPERA-
TION OF SUCH ORDINANCE: AUTHORIZING THE ENACT-
MENT OF SUCH ORDINANJCE AT ANY SINGLE MEETING
OF THE CITY COUNCIL; FURTHER AUTHORIZING SUCH
ORDINANCE TO GO INTO EFFECT IMMEDIATELY UPON
PASSAGE; AUTHORIZING AND EMPOWERING THE CITY
COUNCIL TO PROVIDE PENALTIES FOR VIOLATIONS
OF SUCH ORDINANCE; AND REPEALING ALL LA'iIS IN
CONFLICT HERE:IITH."

and of said Bill be furnished to the Honorable R. B. Gautier, Jr. ,
the Honorable Robert L. Floyd , the Honorable George Okell, and
the Honorable Dante B. Fascell, Members of the Florida Legislature
from Dade County, and that they eachbe r-ispectfully requested to
see that said Bill be introduced and passed at said Session.

cause to be published or circulated, any charge against, or attack
upon, any candidate who is to be voted urea at such election unless
a espy of such charge or attack has been served porsaoally upon the
