Master Design Consultant for Integrated Water Management
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2018-312-KB, which seeks to establish an agreement with a qualified
master design consultant for integrated water management.
The City will receive proposals pursuant to this RFQ on Monday, September 24, 2018. The
responsive proposals will be reviewed by the Evaluation Committee in accordance with the criteria
established in the RFQ.
I am considering appointing the following individuals to serve on the Evaluation Committee:
• Susan Askew, Resident, City of Miami Beach
• Roy Coley, Director, Public Works Department, City of Miami Beach
• David Martinez, Director, Capital Improvement Projects Office, City of Miami Beach
• Thomas Mooney, Director, Planning Department, City of Miami Beach
• Jayantha Obeysekera, Ph.D.,P.E., Director, Sea Level Solutions Center, Institute of Water &
Environment, an FlU Preeminent Program, Florida International University
• Lisa Spadafina, Resident and Chief, Natural Resources Management Division, Department
of Regulatory and Economic Resources, Environmental Resources Management, Miami
Dade County
• Elizabeth Wheaton, Director, Environment & Sustainability Department, City of Miami Beach
