LTC 487-2018 Request for Proposals (RFP) No. 2016-100-KB DesignBuild Services for Storm Water Pump Station at the intersection of Alton Road and North Bay Road and Associated Storm Water Improvements for North Bay RoadOFFICE OF THE CITY MANAGER LETTER TO COMMISSION TO: Mayor Dan Gelber and Members of the City C mmission DATE: September 7, 2018 SUBJECT: REQUEST FOR PROPOSALS RFP) NO. 2016~100-KB DESIGN/BUILD SERVICES FOR STORM WATER PUMP STATION AT THE INTERSECTION OF ALTON ROAD AND NORTH BAY ROAD AND ASSOCIATED STORM WATER IMPROVEMENTS FOR NORTH BAY ROAD The purpose of this LTC is to update the Mayor and City Commission on the status of Request for Proposals (RFP) No. 2016-1 00-KB for a storm water pump station at the intersection of Alton Road and North Bay Road and associated storm water improvements for North Bay Road. On February 24, 2016, the City Commission approved the issuance of Request for Proposals (RFP) No. 2016-1 00-KB for a storm water pump station at the intersection of Alton Road and North Bay Road and associated storm water improvements for North Bay Road. On February 26, 2016, the RFP was issued. A pre-proposal conference to provide information to interested parties was held on March 15, 2016. RFP responses under Phase 1, were due on July 25, 2016. The City received proposals from the following firms: • Bergeron Land Development, Inc. • David Mancini and Sons, Inc. • Lanzo Construction Co. • Ric-Man Construction, Inc. • Ric-Man International, Inc. On August 8, 2016, the City Manager appointed the Evaluation Committee via LTC # 336-2016 to consider Phase 1 proposals. The Committee convened on September 7, 2016 to consider proposals received. The evaluation process resulted in the ranking of proposers for Phase 1 in the following order: 1st David Mancini and Sons, Inc. 2nd Lanzo Construction Co. 3rd Ric-Man Construction, Inc. 4th Ric-Man International, Inc. 51h Bergeron Land Development, Inc. All proposers were determined to be responsive and qualified to proceed to Phase II for development of technical and cost proposals. Phase II was not initiated pending completion of the design criteria package (DCP) that is required by state law to be issued to short-listed firms. 2 LTC-REQUEST FOR PROPOSALS (RFP) NO. 2016-100-KB DESIGN/BUILD SERVICES FOR STORM WATER PUMP STATION AT THE INTERSECTION OF ALTON ROAD AND NORTH BAY ROAD AND ASSOCIATED STORM WATER IMPROVEMENTS FOR NORTH BAY ROAD However, at this time, the Public Works Department has determined it is in the best interest of the City to withdraw and cancel this solicitation due to major changes in the scope of work and budget. The original intent of this project was to design and construct a pump station near the Mount Sinai. During the conceptual design evaluation, it was determined that for the pump station to be functional, the installation of the storm water pipes were needed. Also after discussing with the Public Works Department Operations Division in charge of maintaining the sanitary sewer system, it was determined that full replacement of the sanitary sewer would also be needed. As a result of the revised scope of work, the original cost estimate increased from an estimated construction amount of $5 million dollars for the pump station to an approximate amount of $20 Million for the pump station, storm water pipes, sanitary sewer replacement and raising Middle North Bay Road.
