Morales, City Manager DATE: September 6, 2018 LETTER TO COMMISSION SUBJECT: Lincoln Court Pedestrian Bridge Project Update-Design Review Board The purpose of this Letter to Commission is to provide an update on the Lincoln Court Pedestrian Bridge Design and Production. This pedestrian bridge is part of the West Avenue Bridge Project. Following the City Commission's recommendation regarding the design and construction of the Lincoln Court Pedestrian Bridge, the City staff conducted a Public Meeting on May 3, 2018. In attendance there were 50 participants including members of the Public Works Department, West Avenue residents, West Avenue Neighborhood Association (WavNA) members, Sunset Harbor residents, Sunset Harbor Neighborhood Association (SHNA) members and Commissioner Mark Samuelian. The purpose of the meeting was to present residents with five pedestrian bridge renderings showing the aesthetic options for a basic single span aluminum bridge with wood decking, approach ramps compliant to the American Disabilities Act (ADA) and pedestrian guardrails (railings). The first three options included the basic bridge described above with different patterns to the sides of the bridge as follows: • Option 1 -X pattern • Option 2 -V pattern • Option 3 -contour pattern The other two options included the basic bridge described above in Option 1 and also adding decorative aluminum side panels with laser cut design patterns as follows: • Option -4A, bubble pattern • Option -4B, netting pattern After a short presentation and a question and answer session, attendees voted on their preferred bridge design. Option 4A received the most votes and was selected by the majority in attendance. At the meeting City staff also explained that cost estimates on the additional panels were still being developed by the contractor. It was stated that if the cost exceeds what the Commission had previously approved, then the request will need to go back to the Commission as a change order. The approval process for the change order would delay the project. At that time, the pedestrian bridge was anticipated to be constructed by the end of October 2018. The pedestrian bridge is currently under design and needs to be presented to the Design Review Board (ORB) for approval of the decorative side panels and railings. This is scheduled for October 2, 2018. In efforts to have the bridge installed and open to the public by Art Basel2018, the Public Works Department would like to issue notice to proceed to start fabrication of the bridge prior to ORB approval. In the event that ORB does not approve the side panels and/or railings, then we could appeal to Commission to move forward with the neighborhood selected option OR move forward with the basic bridge fabrication removing the decorative panels during fabrication. The Public Information Officer for the project, Melissa Rodriguez of HML Public Outreach, is providing regular communication with area residents and businesses during important milestones and/or when major decisions are made such as this one.
