A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY
APPROVING THE ACTIONS OF THE ADMINISTRATION WITH
RESPECT TO FINDING AND DECLARING THE EXISTENCE OF
CITYWIDE PARKING EMERGENCIES WITH RESPECT TO
INCREASED TRAFFIC AND PARKING ISSUES CAUSED AS A
RESULT OF INCREASED FILM PRODUCTION ACTIVITIES
TAKING PLACE IN THE CITY OF MIAMI BEACH ON MARCH 24-
27 AND APRIL 2-3,2003, AND APRIL 4-7, 2003, FOR THE FILM
PRODUCTIONS "STUCK ON YOU," AND "THE HOTEL
PROJECT," RESPECTIVELY; TO ALLEVIATE SAID PARKING
AND TRAFFIC EMERGENCIES, ALLOWING FOR THE
PROVISION OF SPECIFIED VACANT SURFACE LOTS
CITYWIDE, AS DESIGNATED BY THE ADMINISTRATION;
PROVIDED THAT THE CITY SHALL FURTHER REQUIRE
PARKING OPERATORS TO SECURE THE APPROPRIATE
INSURANCE AND OCCUPATIONAL LICENSES REQUIRED BY
THE CITY CODE TO OPERATE SELF PARKING OPERATIONS
FOR THE PURPOSES SET FORTH IN THIS RESOLUTION
WHEREAS, the City has historically experienced parking shortages during
major events such as the Pavarotti Concert, NFL Weekend 1999, the Boat Show,
Graphics of the Americas, and the Auto Show, and, in response to increased
demand, has found the existence of City-wide parking emergencies and approved on
a temporary basis, the use of certain lots throughout the City to be used to cover
these increased parking demands; and
WHEREAS, during periods of increased film production throughout the year,
severe parking demands have historically lead to mobility problems and ultimately
gridlock on our City's roadway system, causing the same type of parking shortages
and traffic problems noted from the aforestated events; and
WHEREAS, the Administration has found that allowing for the use of specified
vacant surface parking lots for additional parking opportunities during the referenced
periods, including increased film production, has alleviated the mobility problems and
gridlock anticipated during limited periods; and
WHEREAS, on March 24-27 and April 2-3, 2003, and April 4-7, 2003,
respectively, the Administration has anticipated that an emergency parking situation
will be created by the filming of two movies, to be shot 'ffl and around the Miami
Beach area during the aforestated period; and
WHEREAS, the Administration has herein developed a list of vacant surface
lots that are available for use during the upcoming aforestated film production
parking emergencies, to alleviate anticipated severe parking demands; and
WHEREAS, the Administration shall require parking operators to secure the
appropriate insurance and Occupational Licenses, as required by the City Code, to
operate the aforestated lots for self-parking and/or valet parking, for these events.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, retroactively approving
the actions of the Administration with respect to finding and declaring the existence of
Citywide parking emergencies with respect to increased traffic and parking issues
caused as a result of increased film production activities taking place in the City of
Miami Beach on March 24-27 and April 2-3, 2003, and April 4-7, 2003, for the film
productions "Stuck On You," and "The Hotel Project," respectively; to alleviate said
parking and traffic emergencies, allowing for the provision of specified vacant surface
lots Citywide, as designated by the Administation; provided that the City shall further
require parking operators to secure the appropriate insurance and occupational
licenses required by the City Code to operate self parking operations for the purposes
set forth in this resolution.

roadway system. This fact has been experienced during the production of Universal Picture's "2 Fast, 2
Furious," fall 2002; 20th Century Fox's "Stuck On You," spring 2003; Spelling TV's "The Hotel Project,"
spring 2003; Universal Pictures "Karen Sisco," spring 2003; and when several major film, television, and
print productions occur simultaneously on Miami Beach. The creation of additional parking opportunities for
film productions alleviates the mobility problems anticipated during these periods of increased filming
activity.

BACKGROUND
The City of Miami Beach has experienced parking shortages during major events such as
the Pavarotti Concert, NFL Weekend 1999, the Boat Show, Graphics of the Americas, and
Auto Show. There are various annual and one-time special events scheduled on Miami
Beach and the Administration has determined that there will be a severe parking shortage
for a number of these events. These shortages are greatly exacerbated by the presence of
film and television productions in the City of Miami Beach, and can occur at any time of
year, independent of major events, when there is a high degree of filming activity on Miami
Beach.
ANALYSIS
During periods of increased filming production throughout the year, severe parking
demands have historically lead to mobility problems on our City's roadway system. This
fact has been experienced during the production of Universal Picture's "2 Fast, 2 Furious,"

fall 2002; 20th Century Fox's "Stuck On You," spring 2003; Spelling TV's "The Hotel
Project," spring 2003; Universal Pictures "Karen Sisco," spring 2003; and when several
major film, television, and print productions occur simultaneously on Miami Beach. The
creation of additional parking opportunities for film productions alleviates the mobility
problems and gridlock anticipated during these periods of increased filming activity. The
Administration has developed a list of vacant surface lots that could be available for use
during film production parking emergencies to alleviate the anticipated severe parking
demand. Attached is the list of the various vacant lots throughout the City.
In response to increased demand, the City has found the existence of City-wide parking
emergencies and approved on a temporary basis, the use of certain lots throughout the
City to cover these increased parking demands. On March 24-27 and April 2-3, 2003, and
April 4-7, 2003, respectively, the Administration identified an emergency parking situation
due to the filming of two movies being shot in and around the Miami Beach area during the
aforestated period, "Stuck on You" and "The Hotel Project".
CONCLUSION
The Mayor and City Commission should declare an emergency parking situation during
times of increased film production in the City of Miami Beach, retroactively authorizing the
use of vacant surface lots on March 24-27 and April 2-3, 2003 for the film production
"Stuck On You," and on April 4-7, 2003 for the television production "The Hotel Project,"
and moving forward for the use of the vacant lots, as specified, to be utilized for self-
parking for production purposes. The Administration further requests that the Mayor and
City Commission authorize the City Manager to require parking operators to secure the
appropriate insurance and Occupational Licenses required by the City Code to operate
self-parking operations for this purpose.
