AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AMENDING CHAPTER
2 OF THE CODE OF THE CITY OF MIAMI BEACH, ENTITLED
"ADMINISTRATION," BY AMENDING ARTICLE III, ENTITLED
"AGENCIES, BOARDS AND COMMITTEES," BY AMENDING
DIVISION 14, ENTITLED "RESERVED," TO CREATE A NEXT
GENERATION COUNCIL AND AMENDING SECTIONS 2-176 —
2-179 THEREOF, ENTITLED "RESERVED," TO ESTABLISH
AND SET FORTH THE PURPOSE, POWERS, DUTIES,
COMPOSITION, AND SUPPORTING DEPARTMENT FOR THE
NEXT GENERATION COUNCIL; AND PROVIDING FOR
REPEALER, SEVERABILITY, CODIFICATION, AND AN
EFFECTIVE DATE.
WHEREAS, the term "millennials" refers to individuals born in the early 1980s through
the early 2000s who are currently between the ages of 18 and 36; and
WHEREAS, many millennials residing in the City of Miami Beach ("City") face financial,
career, and housing difficulties, leading some to relocate and start their careers elsewhere; and
WHEREAS, millennials are the long-term stakeholders of the decisions made today and
should have a more prominent voice in such decisions that will shape the City's future; and
WHEREAS, millennials display use patterns of social media platforms and interact with
government in ways different from other generations, which should be considered; and
WHEREAS, millennials have their own set of preferences for ideal methods of
transportation; and
WHEREAS, millennials place a high value on sustaining the future of our planet and
protecting the City against rising seas; and
WHEREAS, according to the 2016 County Prosperity Initiatives Feasibility Study
conducted by the Florida International University ("FIU") Metropolitan Center, Miami-Dade
County is the third most unaffordable housing market in the nation, with approximately 62
percent being cost-burdened renters, which are defined as those paying 30 percent or more of
their annual income for housing; and
WHEREAS, despite the high cost of rent, millennials are reluctant to purchase a home
out of fear of housing market fluctuations, lack of financing to place a down payment, insufficient
credit, and the high expense of purchasing and maintaining a home; and
WHEREAS, when the cost of transportation is factored into the cost of housing,
millennials and others alike are even more severely burdened; and
WHEREAS, it is vital to create incentives in employment, housing, and transportation in
order to increase the possibility of the City's millennials and, in the future, those persons
between the ages of 18 and 36, applying and investing their knowledge, skills, and talents to
benefit the City, and the South Florida area, rather than other areas; and
WHEREAS, the establishment of a Next Generation Council in the City will provide a
helpful compliment to the decision-making process of the Mayor and City Commissioners which
will take into account the needs of and benefits afforded by persons between the ages of 18 and
36 in our community.
NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA:
SECTION 1. That Sections 2-176 -- 2-179 of Article III of Chapter 2 of the Code of the City of
Miami Beach, Florida is hereby amended as follows:
CHAPTER 2
ADMINISTRATION
ARTICLE III. AGENCIES, BOARDS AND COMMITTEES
Division 14. Reserved Next Generation Council
Sec. 2-176. Reserved: Established; purpose.
There is hereby created the Next Generation Council which is an advisory board of the
City. The purpose of the Next Generation Council is to provide persons between the ages of 18
and 36 in Miami Beach with a vehicle to participate in City government, represent and articulate
the needs of the City's next generation, provide recommendations to the Mayor and City
Commissioners on issues and programs affecting the 18-36 year old population in the City, and
to recommend strategies to attract and retain such persons in the City and to assist persons
between the ages of 18 and 36 with, among other things, housing, career, and transportation
opportunities or incentives.
Sec. 2-177. Powers and duties.
The Next Generation Council shall have the following powers and duties:
Lai Serve in an advisory capacity to the Mayor and City Commission concerning
issues and programs affecting the City's 18 to 36 year old population with regard
to, among other things, housing, career opportunities, and transportation.
ffa) Foster increased involvement by the City's 18-36 year old population in the affairs
of City government
kg) Research, discuss, and formulate recommendations on issues, activities, and
concerns of persons 18 to 36 years old in the City.
jda Comment upon existing or proposed legislation, ordinances, resolutions, and
policies that impact persons 18 to 36 years old in the City.
Lei Meet no more than once quarterly.
Sec. 2-178. Composition.
The Next Generation Council shall be composed of eleven (11) voting members.
ll Members must be eighteen (18) years through thirty-six (36) years of age at the
time of appointment, must have proven involvement in Miami Beach or South
Florida community-based organizations, and must demonstrate a high degree of
interest in or have a background in community-based activity in one of the
following areas: transportation, sea level rise, affordable housing
entrepreneurship, or technology. Council members shall be selected as follows:
t Seven (7) at-large appointments shall be made by the Mayor and City
Commission.
2. Three (3) additional at-large appointments shall be made by the Mayor and
City Commission as follows:
1 One member must be a business owner in the City;
12) One member must be a licensed and actively practicing in the field of
real estate.
Q) One member must be a licensed and actively practicing in the field of
architecture or engineering.
a A member of the Millennial Action Council of the Miami Beach Chamber of
Commerce shall be selected by the Chamber's Executive Board of
Governors.
The term of office for each member shall be one (1) year. Members may be
appointed for one (1) subsequent one-year term; provided, however, that no
member shall serve on or after his/her thirty-seventh (37t") birthday. In addition
board member terms shall automatically expire upon the latter of December 31 of
the year the appointing City Commission member leaves office or upon the
appointment/election of the successor City Commission member.
jdl Council members shall annually elect a member as chairperson, and other officers
it deems necessary. A vote of a majority of the members shall be required to
constitute action taken by the Council.
Sec. 2-179. Supporting department.
The supporting department for the Next Generation Council shall be the Office of the
Mayor and City Commission.
SECTION 2. REPEALER.
All ordinances or parts of ordinances in conflict herewith be and the same are hereby
repealed.
SECTION 3. SEVERABILITY.
If any section, subsection, clause or provision of this Ordinance is held invalid, the
remainder shall not be affected by such invalidity.
SECTION 4. CODIFICATION.
It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is
hereby ordained that the provisions of this ordinance shall become and be made part of the
Miami Beach City Code. The sections of this ordinance may be renumbered or relettered to
accomplish such intention, and the word "ordinance" may be changed to "section," "article," or
other appropriate word.
SECTION 5. EFFECTIVE DATE.
This Ordinance shall take effect on the a a day of SPP}• , 2018.

RECOMMENDATION
Pursuant to the request of Commissioner Ricky Arriola, the above-referenced Ordinance is
submitted for consideration on Second Reading/Public Hearing by the Mayor and City Commission.
The Ordinance passed unanimously on First Reading at the July 25, 2018 City Commission meeting.
The creation of the Next Generation Council was referred to the Neighborhood/Community Affairs
Committee (NCAC), and at its meeting on June 20, 2018, the NCAC considered the proposed
Ordinance and provided a favorable recommendation.
The Office of the Mayor and City Commission has advised that current resources will be utilized to
provide support to the Next Generation Council.
