Resolution 10104 RESOLUTION NO. 10104 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 10084 PASSED AND ADOPTED ON THE 8th DAY OF APRIL, 1959, PROVIDING FOR A BOND ELECTION TO BE HELD ON JUNE 2, 1959. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA: SECTION 1. That the title to Resolution No. 10084, passed and adopted on the 8th day of April, 1959, be and the same is hereby amended to read as follows : "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MIAMI BEACH, FLORIDA, CALLING AN ELECTION AT WHICH THERE SHALL BE SUBMITTED TO A VOTE THE MATTER OF ISSUANCE OF BONDS OF SAID CITY IN THE SUM OF $6,292,000.00 FOR THE PURPOSES IN THIS RESOLUTION STATED." SECTION 2, That Section 6 of Resolution No. 10084, passed and adopted on the 8th day of April, 1959, be and the same is hereby amended to read as follows : "Section 6. That the Notice of Election shall be sub- stantially in the following form: 'CITY OF MIAMI BEACH, FLORIDA NOTICE OF SPECIAL ELECTION. NOTICE IS HEREBY GIVEN that an election has been called by the City Council of the City of Miami Beach, Florida, and will be held in said City from 7 :00 o'clock A. M. until 7:00 o'clock P. M. on the 2nd day of June, A. D. 1959, at which there shall be submitted to the duly registered and qualified voters of said City who are freeholders therein the following questions : 1 . Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $75,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing storm sewers? 2. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $160,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of making improvements to the existing sanitary sewer system? 3. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $150,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of lengthening the existing fishing pier at Biscayne Street in the Atlantic Ocean? 4. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $200,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a pier at Lincoln Road in the - 1 - Atlantic Ocean? 5. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $100,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of procuring a ladder truck and enlarging the 69th Street Fire Station? 6. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $600,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a new building to house the Miami Beach Public Library? 7. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $1,100,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of paving that portion of Alton Road extending from Biscayne Waterway to 63rd Street and constructing a four lane bridge across Surprise Waterway at Alton Road? 8. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $345,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the payment of all or a part of which a special annual tax will be levied, the amount of which levy will be reduced by collections from special improvement assessments made against abutting property, as authorized by law, for the purpose of paving (including sidewalks) the followin highways : 73rd Street from Collins Avenue to Dickens Avenue; 76th Street from Collins Avenue to Dickens Avenue; 78th Street from Collins Avenue to Dickens Avenue; 79th Street from Collins Avenue to Dickens Avenue; 81st Street from Collins Avenue to Byron Avenue; 82nd Street from Collins Avenue to Harding Avenue; 82nd Street from Abbott Avenue to Byron Avenue; 82nd Terrace from Abbott Avenue to Byron Avenue; 83rd Street from Collins Avenue to Abbott Avenue; 84th Street from Collins Avenue to Byron Avenue; 87th Street from Collins Avenue to Harding Avenue; 87th Terrace from Collins Avenue to Harding Avenue; Abbott Avenue from 75th Street to 83rd Street; 84th Street from Hawthorne Avenue to Crespi Boulevard? 9. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $77,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the pay- ment of all or a part of which a special annual tax will be levied, the amount of which levy will be reduced by collections from special improvement assessments made against abutting property, as authorized by law, for the purpose of paving Stillwater Drive and North Stillwater Drive from Hawthorne Avenue to their westerly ends and for the purpose of constructing sidewalks on the north side of North Stillwater Drive and Still- water Drive from the east line of Lot 62, Block 15, to the south line of Lot 1, Block 15, and the south side of Stillwater Drive from the south line of Lot 1, Block 16, to the north line of Lot 58, Block 16, all in Biscayne Beach Second Addition? - 2 - 10. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $185,000.00 with interest at a rate to be hereafter determined, \not exceeding 4% per annum, for the payment of all or a part of which a special annual tax will be levied, the amount of which levy will be reduced by collections from special improvement assessments made against abutting property, as authorized by law, for the purpose of paving the following highways : Crespi Boulevard from Hawthorne Avenue to 86th Street; 80th Street from Hawthorne Avenue to Crespi Boulevard; 81st Street from Hawthorne Avenue to Crespi Boulevard; 82nd Street from Hawthorne Avenue to Crespi Boulevard; 83rd Street from Hawthorne Avenue to Crespi Boulevard; 86th Street from Hawthorne Avenue to Crespi Boulevard? 11. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $2,060,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a new water supply main from Miami to Miami Beach, including pumping stations, and the relocation of a portion of the MacArthur Causeway supply main and extensions to the water distribution system? 12. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $525,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a public park on the ocean front extending from Collins Avenue to the Atlantic Ocean and located between 75th and 87th Streets? 13. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $165,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a Community Center and Teen-Age Activities Building in that part of the City lying north of 63rd Street? 14. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $400,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a bridge across Collins Canal and Dade Boulevard at Michigan Avenue? 15. Shall the City of Miami Beach, Florida, issue negotiable coupon bonds in the amount of $150,000.00 with interest at a rate to be hereafter determined, not exceeding 4% per annum, for the purpose of constructing a garden center? For the purpose of holding and conducting said election the City of Miami Beach has been divided into voting precincts or election districts with Polling Places therein as follows : PRECINCT NO. 25-A: Being the area within the City of Miami Beach lying between the North line of the corporate limits of the City of Miami Beach ON THE NORTH and a line ON THE SOUTH running westerly from the Atlantic Ocean along the center line of 71st Street to the center line of Indian Creek; thence northerly along the center line of Indian Creek to the center line - 3 - of Normandy Waterway; thence westerly along the center line of Normandy Waterway to Biscayne Bay, the Polling Place of which shall be at the BISCAYNE ELEMENTARY SCHOOL situated on 77th Street between Tatum Waterway Drive and Dickens Avenue. PRECINCT NO. 25-B: Being the area within the City of Miami Beach lying between the South line of Precinct No. 25-A ON THE NORTH and the center line of 51st Street ON THE SOUTH, the Polling Place of which shall be at the 69TH STREET FIRE STATION, situated at 6860 Indian Creek Drive. PRECINCT NO. 26: Being the area within the City of Miami Beach lying between the South line of Precinct No. 25-B ON THE NORTH and a line ON THE SOUTH running westerly from the Atlantic Ocean along the center line of 34th Street to Biscayne Waterway, thence westerly along the center line of Biscayne Waterway to Biscayne Bay, the Polling Place of which shall be at the NORTH BEACH ELEMENTARY SCHOOL, situated on the northeast corner of the intersection of Arthur Godfrey Road and Chase Avenue. PRECINCT NO. 27: Being the area within the City of Miami Beach lying between the South line of Precinct No. 26 ON THE NORTH and a line ON THE SOUTH running westerly from the Atlantic Ocean along the center line of 23rd Street to Dade Boulevard, thence along the center line of Dade Boulevard to Biscayne Bay, also including Belle Isle, Rivo Alto Island, Di Lido Island and San Marino Island, the Polling Place of which shall be at the DADE BOULEVARD FIRE STATION, situated on the northwest corner of the intersection of Dade Boulevard and Pine Tree Drive. PRECINCT NO 28 : Being the area within the City of Miami Beach lying between the South line of Precinct No. 27 ON THE NORTH and a line ON THE SOUTH running westerly from the , Atlantic Ocean along the center line of 15th Street to Bay Road, thence South along the center line of Bay Road to 14th Street, thence West along the center line of 14th Street to Biscayne Bay, the Polling Place of which shall be at the east entrance of the MUNICIPAL OFFICE BUILDING at 17th Street and Drexel Avenue. PRECINCT NO. 29 : Being the area within the City of Miami Beach lying between the South line of Precinct No. 28 ON THE NORTH and a line ON THE SOUTH running westerly from the Atlantic Ocean to Biscayne Bay along the center line of 11th Street and said line produced, the Polling Place of which shall be at the FIRE STATION in the CITY HALL BUILDING, situated on .. 12th Street between Washington Avenue and Drexel Avenue. PRECINCT NO. 30: Being the area within the City of Miami Beach lying between the South line of Precinct No. 29 ON THE NORTH and a line ON THE SOUTH running westerly from the Atlantic Ocean along the center line of 7th Street to Alton Road, thence South along the center line of Alton Road to 6th Street, thence westerly along the center line of 6th Street to Biscayne Bay, the Polling Place of which shall be at the OCEAN FRONT AUDI- TORIUM at 10th Street and Ocean Drive. PRECINCT NO. 31 : Being the area within the City of Miami Beach lying between the South line of Precinct No. 30 ON THE NORTH and a line ON THE SOUTH running westerly from the - 4 - Atlantic Ocean along the center line of 3rd Street to Alton Road, thence along the South line of Lot 32 in Block 111 of Ocean Beach Addition No. 3 to Biscayne Bay, also including Star Island, Palm Island and Hibiscus Island, the Polling Place of which shall be at the SOUTH BEACH ELEMENTARY SCHOOL, situated between Third and Fourth Streets on Alton Road. PRECINCT NO. 32: Being the area within the City of Miami Beach lying South of the South line of Precinct No. 31, also including the Causeway property and the islands South of the County Causeway, the Polling Place of which shall be at the SOUTH SHORE PARK RECREATION CENTER BUILDING on Biscayne Street at Biscayne Bay. All being places where elections are usually held in said municipality. All electors shall vote at the Polling Places in the voting precincts in which the City Registration Books show that said Electors reside. The voting shall not be on voting machines, but shall be on separate paper ballots . The Registration Books will be open from Nine o'clock A. M. until Five o'clock P. M. each day, Sundays sand Holidays excepted, from April 9th, 1959 to May 2, 1959, both inclusive, for the registra- tion of persons qualified to register for said election. This notice is supplemental to one heretofore published contemplating submission of all the foregoing questions except the one designated as No. 15. Mayor of the City of Miami Beach, Florida " SECTION 3. That Section 7 of Resolution No. 10084, passed and adopted on the 8th day of April, 1959, be and the same is hereby amended by adding thereto, at the end thereof, the following: "15.
