Master Design Consultant for Integrated Water Management
The purpose of this LTC is to update the Mayor and City Commission on the status of Request for
Qualifications (RFQ) No. 2018-312-KB, which seeks to establish an agreement with a qualified
master design consultant for integrated water management.
On August 28, 2018, LTC # 470-2017 notified the City Commission that the City Manager had
appointed an evaluation committee to review proposals received pursuant to the RFQ. However, it
is necessary to make changes to the Evaluation Committee because one individual is unable to
participate and another had a potential conflict that prevents participation on the committee.
Accordingly, I am now appointing the following individuals to serve on the Evaluation Committee:
• Susan Askew, Resident, City of Miami Beach
• Roy Coley, Director, Public Works Department, City of Miami Beach
• David Martinez, Director, Capital Improvement Projects Office, City of Miami Beach
• Maria Molina, PE, Chief, Water Control Section. Department of Regulatory and Economic
Resources, Miami Dade County
• Thomas Mooney, Director, Planning Department, City of Miami Beach
• Elizabeth Wheaton, Director, Environment&Sustainability Department,City of Miami Beach
• Jayantha Obcysekera, Ph.D.,P.E., Director, Si a Level Solutions Center, Institute of Water&
Environment, an FIU Preeminent Program, Florida International University
