Morales, CityManager vi DATE: October 11, 2018 SUBJECT: Incentivization Plan Update The purpose of this LTC is to update the Commission about the progress of the Public Works Incentivization Plan for Licensed/Certified Occupations. The Incentivization Plan, which was approved by the City Manager and Personnel Board on January 26, 2016, incentivizes employees in the Water, Sewer, and Stormwater Divisions to advance their careers through education and the attainment of various certifications from the Florida Water and Pollution Control Operators Association (FWPCOA) and the applicable Florida Department of Environmental Protection (FDEP) licenses in addition to meeting other qualifications. Through the Plan, employees receive Department-sponsored training to attain the necessary qualifications to promote through one (1) of four (4) career tracks. Additionally, as each employee advances and ascends to "A" status, he or she is eligible to receive a 10% pay raise. The career tracks are as follows: • Water Distribution System Operator (A, B, C, D) — requires FDEP license and certification • Water Meter Technician (A, B, C, D) — requires FDEP license and certification • Wastewater Collection System Operator (A, B, C, D) — requires FWCPOA certification • Stormwater Operator (A, B, C, D) — requires FWCPOA certification In turn, the Public Works Department cultivates highly-skilled and licensed water distribution professionals and certified wastewater collection and stormwater professionals who can better serve City of Miami Beach utility stakeholders. We are pleased to report that since the Plan's implementation in 2016, 34 individuals, comprised of new hires and existing employees, have willingly participated in the Plan. During Fiscal Year 2016-2017, there were 23 enrollees, and during Fiscal Year 2017-2018, there were of 26 employees in the program. At the start of Fiscal Year 2018-2019, there are 24 enrollees and three (3) vacancies. Please note that the decrease in enrollees are result of those who are no longer employed with the City or have been promoted to Supervisor. Furthermore, with the Plan's implementation employees, including Supervisors and Superintendents, have obtained at 1 least 93 FWPCOA certifications and FDEP licenses, as of October 11, 2018.
