Morales, City Manager \I DATE: October 15, 2018 SUBJECT: Mayor's 41st Street Blue Ribbon Co mittee Motions The purpose of this Letter to the Commission (`'LTC") is to inform the Commission of three (3) motions passed by the Mayor's Blue Ribbon 41st Street Committee during their October 9, 2018 meeting. Members Present: Seth Gadinsky (Chair), Betty Behar, Michael Burnstine, Yechiel Ciment, Francisco Diez-Rivas, Eric Hankin, Robin Jacobs and Jeremy Wachtel Members Absent: Jerri Hertzberg Bassuk 1) MOTION: Motion to partner with Design and Architecture Senior High ("DASH") students to develop a unique symbol of unity will be used as inspiration for 41" Street corridor parklets and vacant storefront coverings. The students will design concepts for modular, prefabricated and transportable parklets and a graphic design for installation in vacant storefronts. $40,000 of the $100,000 budgeted in FY 18/19 to be used for this purpose. Betty Behar Motion passed: 8-0 2) MOTION: Motion to support the September 14, 2018 Finance and Citywide Project Committee recommendation to the October 17, 2018 City Commission to select the 41st Street corridor as a site for the installation of a pilot creative shade structure/artistic element project. Motion entertained by: Chair Seth Gadinsky Motion made by: Eric Hankin Motion seconded by: Betty Behar Motion passed: 8-0 3) MOTION: Motion to invite a City Attorney representative to discuss, with the Committee, what ordinances, if any, can be changed to help address the mentally and physically ill homeless population on 41St Street; for the Committee to reach out to Mt. Sinai to have a representative attend a Committee meeting to discuss the Mt. Sinai homeless outreach plan and its impact on the 41" Street corridor; for the Committee to reach out to the Church Casa Dei Bambini to inquire how they are assisting the homeless people that are sheltered there in the evenings daily; Committee to reach out to businesses to ensure they are aware of and have signed up for the "No Trespassing" signs and affidavit program; and for the Committee to ask City Homeless Services if there are regional and/or federal resources that could be accessed to address more homeless support activities on the 41st Street corridor and if so, how are those resources allocated.
