A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO SUBMIT A GRANT
APPLICATION TO THE FLORIDA INLAND
NAVIGATION DISTRICT (FIND), WATERWAYS
ASSISTANCE PROGRAM, FOR STATE FUNDS, IN
THE AMOUNT OF $50,000, FOR SHORELINE
RESTORATION OF MONUMENT ISLAND TO BE
MATCHED WITH $50,000 OF CITY FUNDING AND
PRIVATE DONATIONS SET ASIDE FOR
RESTORATION OF MONUMENT ISLAND AND THE
FLAGLER MEMORIAL; FURTHER APPROPRIATING
THE GRANT IF APPROVED AND ACCEPTED BY
THE CITY AND AUTHORIZING THE EXECUTION OF
ALL NECESSARY DocUMENTS RELATED TO THIS
APPLICATION
WHEREAS, the Florida Inland Navigation District (FIND), through its
Waterways Assistance Program has previously provided over $62 million in
funding assistance to local governments within the FIND District to perform
waterways improvement projects; and,
WHEREAS, the grant program was established by the Florida Legislature
and the District for the purpose of cooperating with local governments to alleviate
problems associated with the Atlantic Intracoastal Waterway and associated
waterways within the District and Administration of the program is carried out by
FIND; and,
WHEREAS, to qualify for funding, waterway related projects must be
located on natural, navigable waterways within the FIND District; and,
WHEREAS, projects eligible for funding include: public navigation, public
waterway access facilities, public recreation, inlet management, beach
renourishment, environmental education and boating safety projects directly
related to the waterways; and,
WHEREAS, the City is desirous of funding for Phase one of the overall
restoration of Monument island, including immediate professional planning, design
and permitting of shoreline restoration for the island; and,
WHEREAS, the shoreline and seawalls of Monument Island are in need of
restoration; and,
WHEREAS, the grant requires matching funds and the City intends to use
$50,000 of City funding and Private Donations set aside for the restoration of
Monument Island and the Flagler Memorial as a match.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH authorize the City Manager or
his designee to retroactively submit a grant application to the Florida Inland
Navigation District (FIND), Waterways Assistance Program, for State funds, in the
amount of $50,000, for shoreline restoration of Monument Island, to be matched
with City funding and private donations set aside for restoration of Monument
Island and the Flagler Memorial; further appropriating the grant if approved and
accepted by the city and authorizing the execution of all necessary documents
related to this application.

Analysis
The Florida Inland Navigation District (FIND), through its Waterways Assistance Program
has previously provided over $62 million in funding assistance to local governments within
the FIND District to perform waterways improvement projects. The grant program was
established by the Florida Legislature and the District for the purpose of cooperating with
local governments to alleviate problems associated with the Atlantic Intracoastal Waterway
and associated waterways within the District. The program is authorized by Section
374.976, Florida Statutes. Administration of the program is carried out by FIND.
To qualify for funding, waterway related projects must be located on natural, navigable
waterways within the FIND District. Projects eligible for funding include: public navigation,
public waterway access facilities, public recreation, inlet management, beach
renourishment, environmental education and boating safety projects directly related to the
waterways. Annually, the District allocates approximately $7 million for the program.
This application is for Phase One of the project. Phase One of the overall restoration of
Monument Island includes the immediate professional planning, design and permitting of
shoreline restoration for the Island, the next phase will focus on the construction to stabilize
the shoreline.
Monument Island was dedicated by Miami Beach pioneer Carl Fisher to the memory of
Standard Oil and railroad magnate Henry Flagler in 1920. Flagler is credited with "opening"
the east coast of Florida before the turn of the 20th century with the Florida East Coast
Railway and luxury hotels. Carl Fisher turned a sandbar and mangrove swamp into a
magnificent ocean resort community based on his ingenious marketing of land sales and
development. Monument Island was formed from the filing and expansion of a parcel of
partially submerged land deposited in Biscayne Bay in 1913. It was originally a perfectly
circular island of about 3.33 acres in size with wooden bulkheads. In 1938 the City of
Miami Beach replaced the original wooden bulkhead around Monument Island. It had
become unsightly and dangerous for navigation. Carl Fisher's Alton Beach Realty
Company deeded Monument Island and the Flagler Memorial to the City of Miami Beach
as a gift in 1939. The construction of Monument Island and the Flagler Memorial which
sits on the Island was undertaken in 1920 and completed in early 1921 at a cost of about
$125,000. The Island is open to the public year round and is accessible only by boat. The
Island has been a scenic landmark on Biscayne Bay for over 83 years.
The rapid decline of Miami Beach's tourism-based economy beginning in the early 1970's
resulted in two decades of deferred maintenance to the City's infrastructure, buildings,
monuments and parks. Only recently, with the evolving revitalization of Miami Beach's
economy has the City begun the overwhelming task of reversing this major accumulated
damage. Monument Island has been a victim of this phenomenon. Its location in a storm
ridden section of Biscayne Bay has accelerated the deterioration process, further
complicated by vandalism. In 2000, the City committed itself to the emergency stabilization
of the Island along with restoration of the monument. The serious impact from the national
events of September 11,2001 negatively impacted the funding of this critical preservation
project. However, restoration planning continues to move forward with solid progress. The
historic island, which houses a historic monument, is of regional and national significance.
The grant requires matching funds. The City of Miami Beach has City funds as well as
private donations in the amount of $50,000 set aside for the restoration of Monument
Island and the Flagler Memorial; these funds will serve as a match to this FIND grant.
In conclusion, the Administration recommends that the Mayor and City Commission
retroactively authorize the City Manager or his designee to submit a grant application to the
Florida Inland Navigation District (FIND), Waterways Assistance Program, in the amount of
$50,000, for shoreline restoration of Monument Island, to be matched with $50,000 of City
funding and private donations, set aside for the renovation of Monument Island and the
Flagler Memorial; further appropriating the grant if approved and accepted by the City and
authorizing the execution of all necessary documents related to this application.

WHEREAS, THE City of Miami Beach is interested in carrying out the

Brief Description of Project: The City of Miami Beach is seeking grant funds to undertake a
major project-for the full shorelin~estoration of Monument Island in Biscayne Bay. Phase One
of the overall restoration project, for which matching funds are now sought, is for_!mmediate
professional planning, design and pen-hitting of shoreline restoration for the island
AND, Florida Inland Navigation District financial assistance is required for the program
mentioned above,
NOW THEREFORE, be it resolved by the City of Miami Beach

That it will accept the terms and conditions set forth in FIND Rule 66B-2
F.A.C. and which will be a part of the Project Agreement for any assistance awarded under

the Program in the manner described in the proposal and any plans and specifications attached
thereto unless prior approval for any change has been received from the District."

3. That it has the ability and intention to finance its share of the cost of the project
and that the project will be operated and maintained at the expense of said
City of Miami Beach for public use.

proposal, and shall comply with the terms and intent of the Title VI of the Civil Rights Act of

relating to accessibility by handicapped persons as well as other federal, state and local
laws, roles and requirements.
5. That it will maintain adequate financial records on the proposed project to
substantiate claims for reimbursement.
6. That it will make available to FIND if requested, a post-audit of expenses
incurred on the project prior to, or in conjunction with, request for the final 10% of the
funding agreed to by FIND.
