A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AUTHORIZING THE CITY MANAGER OR
HIS DESIGNEE TO SUBMIT APPLICATIONS FOR
GRANT FUNDS TO THE FOLLOWING AGENCIES: 1)
MIAMI-DADE COUNTY CAPITAL DEVELOPMENT
PROGRAM IN THE AMOUNT OF $50,000 FOR
FUNDING TO PURCHASE EQUIPMENT FOR THE
BYRON-CARLYLE THEATER; 2) SOUTH FLORIDA
WATER MANAGEMENT DISTRICT IN THE AMOUNT
OF $300,000 FOR FUNDING OF AN ALTERNATIVE
WATER SUPPLY AT NORMANDY SHORES GOLF
COURSE; 3) THE US FIRE ADMINISTRATION, FY
2003 FIRE ACT GRANT IN AN AMOUNT NOT TO
EXCEED $750,000 FOR THE ACQUISITION OF A FIRE
VEHICLE; 4) FEDERAL EMERGENCY MANAGEMENT
AGENCY (FEMA) IN THE AMOUNT OF $25,000 FOR
CONTINUITY OF OPERATION PLANNING; FURTHER
APPROPRIATING THE GRANTS IF APPROVED AND
ACCEPTED BY THE CITY; AND AUTHORIZING THE
EXECUTION OF ALL NECESSARY DOCUMENTS
RELATED TO THIS APPLICATION.
WHEREAS, Miami-Dade County's Capital Development Grants Program
provides funding to renovate, adapt and/or equip neighborhood cultural facilities, and;
WHEREAS, the program requires matching funds and the maximum amount
available is $50,000 and the City has matching funds allocated for this project in the
General Fund Undesignated Balance and Quality of Life Funds, and;
WHEREAS, there are many groups and festivals that the City of Miami Beach
hosts each year, including film festivals and there is a tremendous lack of venues in
the area for these film festivals, and;
WHEREAS, the Administration requests retroactive approval to apply to the
Miami-Dade County Department of Cultural Affairs, FY 2003-2004 Capital
Development Grants Program for the Byron Carlyle Theater in the amount of $50,000
for a film projector, screen and equipment, and;
WHEREAS, For over a decade, the South Florida Water Management District
(SFWMD) has been engaged in cooperative funding programs for alternative water
supply projects and the recent droughts and water shortages in South Florida have
emphasized the need to develop alternative water supplies, and;
WHEREAS, the City of Miami Beach, in order to be responsive to the needs
for water conservation has proposed an innovative alternative water supply design,
based on the reuse of water, to irrigate Normandy Golf Course, which uses the lakes
on the Golf Course as the principal irrigation source will allow water expenses to be
reduced, and;
WHEREAS, the program requires matching funds and the City's portion of
this project will be funded through Gulf Breeze Loan Funds which have already been
appropriated by the City Commission for this project in the Fiscal Year 2002-2003
Capital Budget, and;
WHEREAS, retroactive approval to apply to South Florida Water
Management District in the amount of $300,000 for funding of an Alternative Water
Supply at Normandy Shores Golf Course is now requested, and;
WHEREAS, the Federal Emergency Management Agency (FEMA) has made
available grant funds through the 2003 Assistance to Firefighters Grant to provide vital
funds to local Fire Departments across the country, and;
WHEREAS, the City is seeking grant funds in an amount not to exceed
$750,000 to fund the replacement of an aerial vehicle. A cash match not to exceed
$225,000 from the City Vehicle Replacement funds will be used if the grant funds are
awarded. The City has planned to replace an aerial vehicle from the Fire fleet. If grant
funds are awarded, there would be a cost savings to the City, and;
WHEREAS, Retroactive approval for the submittal of a grant to the United
States Fire Administration 2003 Fire Act Grant program in an amount not to exceed
$750,000 for the acquisition of a replacement aerial vehicle, and;
WHEREAS, the City of Miami Beach will receive $25,000 from the Federal
Emergency Management Agency to be used for continuity of government planning as
proscribed by the Florida Department of Emergency Management, and;
WHEREAS, these funds will allow the City to: a) Ensure the continuous
performance of the City's essential functions/operations during an emergency; b)
Protect essential facilities, equipment, records, and other assets; c) Reduce or
mitigate disruptions to operations; d) Reduce loss of life, minimizing damage and
losses; and, e) Achieve a timely and orderly recovery from an emergency and
resumption of full service to customers, and;
WHEREAS, In accepting these funds the City the City is not required to
provide a match, and;
WHEREAS, approval to accept $25,000 from the Federal Emergency
Management Agency to be used for in the development of a Continuity of Government
Plan as proscribed by the Florida Department of Emergency Management, and;
NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA that the City Manager or his designee to
submit applications for grant funds to the following agencies: 1) Miami-Dade County
Capital Development Program in the amount of $50,000 for funding to purchase
equipment for the Byron-Carlyle Theater; 2) South Florida Water Management District
in the amount of $300,000 for funding of an Alternative Water Supply at Normandy
Shores Golf Course; 3) The US Fire Administration, FY 2003 Fire Act Grant in an
amount not to exceed $750,000 for the acquisition of a fire vehicle; 4) Federal
Emergency Management Agency (FEMA) in the amount of $25,000 for Continuity Of
Operation Planning; further appropriating the grants if approved and accepted by the
City; and authorizing the execution of all necessary documents related to this
application.

ANALYSIS
Retroactive approval for the submittal of a grant to the Miami-Dade County
Department of Cultural Affairs, FY 2003-2004 Capital Development Grants Program
for the Byron Carlyle Theater in the amount of $50,000
Miami-Dade County's Capital Development Grants Program provides funding to renovate,
adapt and/or equip neighborhood cultural facilities. The program requires a $1 for $1
match and the maximum amount available is $50,000. The City has matching funds
allocated for this project in the General fund undesignated balance and Quality of Life
Funds. Last fiscal year, the City received funding in the amount of $50,000 from this
agency for improvements to the Byron.

The Byron Carlyle Theater will offer multicultural programming in the visual and performing
arts. The facility includes performance areas and technical support areas necessary for the
cultural needs including projection booths, sound and lighting, backstage, dressing rooms,
office space, conference room, rehearsal, storage and communal space.
At the Finance and Citywide Projects Committee of March 26, 2003, the Committee
identified the need for a screen and projector to be used for film and video projection. As
such, the City has applied for funding of a 35mm projector, electric roll up screen, sound
system and speakers for the theater through this grant program.
There are many groups and festivals that City of Miami Beach hosts each year, including
film festivals that will be able to utilize the screen and projector. Currently, there is a
tremendous lack of venues in the area for these film festivals. Examples of the film
festivals that the City hosts annually include the Jewish film festival, the Brazilian film
festival and the Miami Film festival. By providing a venue for film festivals at the Byron, the
City will be filling a large void that currently exists in the community. In addition, if fitted with
a screen and projector, the commercial film industry, will be able to premier films in a single
theater venues such as the Byron.
Retroactive approval to apply to South Florida Water Management District in the
amount of $300,000 for funding of an Alternative Water Supply at Normandy Shores
Golf Course;
For over a decade, the South Florida Water Management District (SFWMD) has been
engaged in cooperative funding programs for alternative water supply projects. Increases
in demands on natural supplies of freshwater led the Florida Legislature to enact a statute
in 1995 whereby Water Management Districts would share a portion of their ad valorem
revenue with entities willing to develop cost-effective, safe and appropriate alternative
water supplies. The recent drought and ensuing water shortage in South Florida has
emphasized the need to develop alternative water supplies, particularly because Miami-
Dade County has now been classified by SFWMD as a Water Resource Caution Area.
The City of Miami Beach, in order to be responsive to the needs for water conservation, yet
balance the needs of the community, has proposed an innovative alternative water supply
design, based on the reuse of water, to irrigate Normandy Golf course. The City intends to
leverage City funds by applying to SFWMD for funding for this capital project, similar to the
Bayshore Golf Course project.
The design uses the lakes on the golf course as the principal irrigation source. Utilizing the
brackish water in the lakes to irrigate the golf course will allow water expenses to be
reduced. Additionally, this method of alternative water source for irrigation provides
substantial long-term savings to the City. The program requires matching funds, the City's
portion of this project will be funded through Gulf Breeze Loan Funds which have already
been appropriated by the City Commission for this project in the Fiscal Year 2002-2003
Capital Budget.

Administration 2003 Fire Act Grant program in an amount not to exceed $750,000
for the acquisition of a replacement aerial vehicle.
The Federal Emergency Management Agency (FEMA) has made available grant funds
through the 2003 Assistance to Firefighters Grant to provide vital funds to local Fire
Departments across the country. The United States Fire Administration is the lead agency
responsible for administering and distributing the grant funds.
This year, the United States Fire Administration is encouraging Fire Departments to apply
for funds in one of four different programs: 1) Fire Operation and Fire Safety; 2) Fire
Prevention; 3) Emergency Medical Services; and, 4) Firefighting Vehicles. The grant
requirements limit the City to submitting one application in the categories listed.
The City is seeking grant funds in an amount not to exceed $750,000 to fund the
replacement of an aerial vehicle. A cash match not to exceed $225,000 from the City
Vehicle Replacement funds will be used if the grant funds are awarded. The City has
