R9 W Commission Meeting OCT 1 7 201a October 18, 2018 SUBJECT: Commission Meeting 10/17/2018 Item R9 W Good morning Mayor, Commissioners, City Attorney and City Clerk. FOR AFTER ACTION; please allowed me to respond to Mr. Morales comments which was near the end of the R9-W Item discussion; Mr. Morales words on Bal Harbour residents connecting to the Village drainage system is unknown to Me. I'll be searching on my side although, if some private properties are indeed connected they are Grandfather-In. Meaning, no problems as ALL rainfall runoff with nutrients and chemical pollutants are pumped onto injections wells by two Stormwater pump stations. This places Mr. Morales highly INCORRECT for not having hard facts and,should apologize immediately. As to Mr. Morales announcing not being a professional engineer, I'm very disappointed Mr. Morales ethical attack on a former key staff with 22 years. This personal attack in a Live City TV Channel is UNACCEPTABLE and, says a lot on Mr. Morales For information,I am a Civil Engineer graduate with 40 years of knowledge and experience in many aspects in the field of engineering and construction especially, Stormwater systems. In addition, Florida Certified General Contractor since 1983 and, Evaluator for Counties/Municipalities throughout the Nation by the American Public Works Association and, recognized by the American Public Works Association Executive Board as, Public Works Leadership Fellow. With the above in mind, if my Engineering credentials and experience doesn't meet Mr. Morales expectations,then you must all join me and as ask ourselves;what can we say for Mr. Morales appointing a Public Works Director without at minimum an engineering education / degree. In addition, is the first City Manager in the history of Miami Beach with such appointing position. Simple question Mayor / Commissioners, when the present City Attorney retires, would you hire an Accountant with an MBA degree? To this End, I'll continue with other Government agencies to protect Biscayne Bay and Waterways within Miami Beach as well as any nearby Municipalities. Injection wells will return back to Miami Beach. On another note, I have received eight(8) phone calls from Engineering firms and Contractors working in the City and others whom have worked previously. All congratulating my presentation efforts for protecting Biscayne Bay which by the way,they are highly supportive. As always, feel free calling me for my opinions on roadways and infrastructures concerns.
