HomeMy WebLinkAbout2003-3406 Ordinance ORDINANCE NO. 2003-3406 AN ORDINANCE OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AMENDING ORDINANCE NO, 1605, THE UNCLASSIFIED EMPLOYEES SALARY ORDINANCE; INCREASING ON THE FIRST PAY PERIOD ENDING MAY 4, 2003, THE MINIMUM OF THE RANGES BY 4% AND THE MAXIMUM OF THE RANGES BY 4%; AND BY ESTABLISHING THE CLASSIFICATIONS OF ASSISTANT DIRECTOR - NEIGHBORHOOD SERVICES, COMMUNITY DEVELOPMENT AND HOUSING DIVISION DIRECTOR, HOUSING MANAGER, OFFICE OF COMMUNITY SERVICES DIVISION DIRECTOR, LABOR RELATIONS DIVISION DIRECTOR, SPECIAL EVENTS COORDINATOR, AND PUBLIC ART COORDINATOR; AND AMENDING THE TITLES OF THE CLASSIFICATIONS OF HOUSING DEVELOPMENT DIVISION DIRECTOR TO COMMUNITY DEVELOPMENT AND HOUSING DIVISION DIRECTOR, TRAINING DEVELOPMENT COORDINATOR TO ORGANIZATIONAL DEVELOPMENT & TRAINING COORDINATOR, TRAINING SPECIALIST TO ORGANIZATIONAL DEVELOPMENT & TRAINING SPECIALIST; AND ABOLISHING THE TITLE OF CLASSIFICATION OF HOUSING DEVELOPMENT DIVISION DIRECTOR, PROVIDING FOR A REPEALER, SEVERABILITY, EFFECTIVE DATE, AND CODIFICATION. WHEREAS, there is a need to create certain classifications. delete a certain classification and change the salary range of certain classifications in order to ensure that the City has an employee classification and compensation system which is fair representative of the functions performed in the City. SECTION 2: That all ordinances or parts of ordinances in conflict herewith be and the same are hereby repealed. SEVERABILITY. SECTION 3: If any section, subsection, clause, or provision of this ordinance is held invalid, the remainder shall not be affected by such invalidity. CODIFICATION. SECTION 4: It is the intention of the Mayor and City Commission of the City of Miami Beach, and it is hereby ordained that the provisions of this ordinance shall become and be made a part of the Code of the City of Miami Beach, Florida. The sections of this ordinance may be renumbered or relettered to accomplish such intention, and the word "ordinance" may be changed to "section", "article", or other appropriate word. EFFECTIVE DATES. SECTION 5: This Ordinance Amendment shall become effective upon final approval of the City Commission. The Commission set a second reading, public hearing for April 30, 2003. The Administration recommends that the Commission adopt the Ordinance on second reading. ANALYSIS This amendment will increase the minimum of the salary ranges by 4% and the maximum by 4% for the Unclassified employees as of pay period ending May 4, 2003. This amendment is an effort to treat the Unclassified employees similarly to the employees represented by the bargaining units. In general, employees in this group will receive a 4% wage increase effective with the pay period ending May 4, 2003. This represents a 4% Cost-of-Living Allowance (COLA). As in prior years, this COLA is intended to apply to the City Manager and City Attorney in addition to other Unclassified employees. This increase will also provide additional incentives and competitiveness to attract and retain new and existing employees in these classifications. The anticipated cost of the COLA for this year is $471,555 and has already been included in the current budget. CONCLUSION On April 9, 2003, the Commission approved the Ordinance on first reading and set a second reading and public hearing for April 30, 2003. The Administration recommends that the City Commission adopt the Ordinance on second reading. By amending the Unclassified Salary Ordinance, the City will ensure that there is a classification and compensation system which is fair and externally competitive.
